 Under the updated framework set by AERA, domestic passengers departing from Bengaluru airport will now be charged a UDF of 300 rupees per traveler. This marks a sharp decline from the current fee of 550 rupees, translating to an immediate direct saving of 250 rupees for domestic flyers. Meanwhile, travelers embarking on international flights will see their departure UDF fixed at 997 rupees, down considerably from the existing levy of 1,500 rupees. Interestingly, the airport operator BIAL had initially proposed higher figures of 450 rupees for domestic passengers and 1,215 rupees for international flyers, which were subsequently moderated by the regulator.

 

Arrival Fees Introduced Under New Framework
 The revised arrangement also introduces specific user development charges for passengers arriving at the Bengaluru airport. Under this new structure, arriving domestic passengers will pay 125 rupees, while arriving international passengers will be levied 426 rupees. According to BIAL, the combined total UDF for a round trip involving arrival and departure for domestic passengers will amount to 425 rupees, which is lower than the standalone 550 rupees previously charged solely upon departure. For international travelers, the cumulative total charge will stand at 1,423 rupees, remaining lower than the previous single departure fee of 1,500 rupees.

 

Incremental ARR System Implemented For The First Time
 A notable highlight of this tariff revision is the maiden implementation of the incremental ARR (Average Revenue Requirement) system by AERA. Under this progressive mechanism, the costs associated with major airport infrastructure projects will only be integrated into the tariff structure after the projects are fully completed and made operational for passenger use. This ensures that flyers are not prematurely burdened with the costs of capital projects that are still under development or yet to be operationalized, protecting consumer interests from upfront cost spikes.
