Uttar Pradesh's plan to bring youth skilling, employment, industry and entrepreneurship onto a single platform is finally moving off paper. The Sardar Vallabhbhai Patel Rojgar evam Audyogik Kshetra project, known as SVPEIZ, was announced this year on Uttar Pradesh Diwas and is now set for on-ground implementation. In its first phase, the state will build a total of 16 SVPEIZ centres, while the entire state will simultaneously be developed as a nine-zone industrial and skill development network based on a hub and spoke model. Sixteen Centres Split Across Five Agencies The 16 centres in phase one will be established, developed and operated through five different departments and authorities. The Micro, Small and Medium Enterprises (MSME) department will handle 5 centres, and UPSIDA will also set up 5 centres. UPEIDA has been assigned 2 centres, while the Yamuna Expressway Industrial Development Authority (YEIDA) will develop another 2. The Greater Noida Authority and the Gorakhpur Industrial Development Authority will each set up 1 centre. Together, these five agencies will build out the full network across the state. A Boom Since 2017 Now Needs Skilled Hands Principal Secretary of the MSME department, Shashi Bhushan Lal Susheel, said investment and industrial activity in Uttar Pradesh have grown at an unprecedented pace since 2017. With global investors arriving, new industrial areas expanding and technological requirements constantly changing, the state will need a large skilled workforce in the coming years. In line with Chief Minister Yogi Adityanath's vision, the SVPEIZ concept was designed specifically to meet this need, training the state's youth according to industry demand and connecting them directly to employment or self-employment. Nine Hub and Spoke Zones Covering the Entire State According to the Principal Secretary, the state will be developed into nine hub and spoke zones. The first zone covers Gautam Buddha Nagar, Ghaziabad and Hapur. The second brings together Saharanpur mandal along with Meerut, Baghpat and Bulandshahr. The third zone covers Moradabad and Bareilly mandal, while the fourth includes Agra and Aligarh mandal. The fifth zone combines Lucknow and Ayodhya mandal, and the sixth covers Kanpur and Prayagraj mandal. The seventh zone brings together Chitrakoot, Jhansi and Vindhyachal mandal. The eighth zone covers Varanasi and Azamgarh mandal, and the ninth covers Gorakhpur, Basti and Devipatan mandal. Each zone will be developed according to its local industrial strength, available resources and investment potential. One Stop for Skilling, Plots and Job Support The Principal Secretary said every SVPEIZ centre will function as a one-stop industrial, skill and employment ecosystem. Each will house skill development centres, industrial plots, plug and play industrial sheds, common facility centres, employment assistance centres and entrepreneurship support centres. Digital literacy training, foreign language training, professional services and modern infrastructure will also be available to youth at these centres. Under the plug and play arrangement, entrepreneurs will get ready-built industrial premises along with electricity, water, roads and other essential facilities, allowing them to start production in minimum time. This is expected to speed up investment and generate large-scale employment opportunities for local youth. Multi-Storey Factories Where Land Runs Short The Principal Secretary said land use for the project has also been planned according to modern industrial needs. Separate zones will be developed for skill development, industrial units, plug and play facilities, green areas, roads and infrastructure, and commercial activities. In places where sufficient land is not available, multi-storey industrial complexes and the flatted factory model will be adopted instead. Each Hub to Be Chaired by Its Lead Investor A Special Purpose Vehicle (SPV) will be formed for every hub, and the leading investor in that particular hub will be made its chairman, the Principal Secretary said. This is meant to ensure active industry participation and make the project's operation more effective and result-oriented. Officials Studied Tata Group's Model in Gujarat and Maharashtra Before finalising the project's design, a team of officials toured and studied the industrial and skill development model developed by the Tata Group in Gujarat and Maharashtra, the Principal Secretary said. The model suited to Uttar Pradesh was prepared based on those successful experiences and global standards. Reputed industrial institutions will also be involved in the project's development and operation. Construction to Begin Where Land Is Ready Construction work will start soon at locations where land is already available, the Principal Secretary said. At other locations, the project will be expanded once UPSIDA, UPEIDA, YEIDA and other development authorities make land available. Alongside infrastructure construction, the process of skilling and training youth will also begin in parallel, so that trained manpower is ready by the time the industries start operating. An Integrated Hub, Not Just Industrial Sheds The Principal Secretary made clear that the Chief Minister's intention is not to develop SVPEIZ merely as industrial premises, but as an integrated hub of investment, skill development, employment, innovation and entrepreneurship.
