Bihar Administrative Reshuffle: 20 Secretariat Service Officers Get Fresh Postings, Here Is Who Goes Where

The Bihar government has transferred 20 branch officers of the Bihar Secretariat Service posted in divisional commissioner offices, handing them new assignments across various departments along with the higher charge of Under Secretary.

What The Order Says

A major administrative reshuffle has taken place in Bihar. The state government has transferred 20 officers in one go, assigning each of them a fresh posting and new responsibilities. All of these officers were until now serving in different divisional commissioner offices across the state, and they have now been moved to various departments. The General Administration Department has issued a formal notification in this regard.

Why The Higher Charge Of Under Secretary Was Granted

According to the notification, these branch officers of the Bihar Secretariat Service, posted in different divisional commissioner offices, have been given the higher charge of the post of Under Secretary in light of the Temporary Executive Arrangement Rules, 2003. One specific reason cited is that the post of Under Secretary has not been created in the divisional commissioner offices, which is why these officers are being moved to other departments along with this higher charge.

The HRMS And Cadre Mapping Condition

The order also makes it clear that under the Human Resource Management System, or HRMS, the cadre mapping of regular employees is to be carried out according to their current post and service cadre. As a word of caution, it adds that if the cadre mapping is not done, the salary of the concerned officer as Under Secretary is likely to be suspended.

Who Got Which Department

Bikesh Kumar, who was posted at the Commissioner office in Patna, has now been sent to the Vigilance Department. Ajit Kumar, who was also working in the Commissioner office, has likewise been given charge in the Vigilance Department.

Two officers have been posted to the Election Department. Abhishek Kumar, who was at the Commissioner office in Patna, and Vinay Kumar Srivastava, posted at the Commissioner office of the Tirhut Division in Muzaffarpur, have both been moved to the Election Department.

Two names come from the Commissioner office of the Kosi Division in Saharsa. Subhash Kumar has been posted to the Disaster Management Department, Bihar, while Kumar Vimal has been sent to the Scheduled Caste and Scheduled Tribe Welfare Department.

Sumant Kumar, who was working in the Commissioner office of the Purnia Division, has been given a new assignment in the Minority Welfare Department, Patna.

Three officers posted at the Commissioner office in Darbhanga have been assigned different departments. Navneet Kumar Dubey has been sent to the Sugarcane Industries Department, Anil Kumar to the Energy Department, and Ramshankar Chaudhary to the Agriculture Department.

Siddharth Patel, who was at the Commissioner office of the Magadh Division in Gaya Ji, has been posted to the Agriculture Department, Patna.

Water Resources Department Gets The Most Officers

The Water Resources Department has received the largest share of officers in this reshuffle. Arun Kumar Pandey, posted at the Commissioner office in Magadh, and Subhash Kumar, also working in the Magadh Division, have both been sent to the Water Resources Department. In addition, Anup Ranjan Pandey, Piyush Kumar Jha and Manjit Kumar Singh, all from the Commissioner office in Bhagalpur, have also been handed responsibilities in the Water Resources Department.

Munger And Saran Officers Reassigned

Three officers posted at the Commissioner office in Munger have been given three different departments. Vikrant Kumar Ranjan has been sent to the Mines and Geology Department, Rishi Kumar to the Information Technology Department, and Ranjan Kumar to the Social Welfare Department. Meanwhile, Vinay Kumar, working at the Commissioner office of the Saran Division in Chapra, has been given a new posting in the Science, Technology and Technical Education Department.
