Bank Employees Call Nationwide Strike For September 11 Over Five-Day Workweek And Pension Demands

The United Forum of Bank Unions has announced a nationwide strike on September 11 to press for long-pending demands, including a five-day workweek and pension revisions.

Bank employees and officers across the country have stepped up their agitation by announcing a nationwide strike to protest against pending grievances. The United Forum of Bank Unions (UFBU), which represents multiple employee bodies, has declared that staff will go on strike on September 11. The unions claim that authorities and bank managements have failed to take positive steps regarding their long-standing demands, which include core issues related to work schedules, performance incentives, and pension structures.

Extended Closures Due To Consecutive Holidays

The UFBU functions as an umbrella coalition comprising nine distinct bank employee and officer unions. The leadership contends that official apathy has left them with no other option but to resort to direct industrial action. Since September 11 falls on a Friday, the strike will immediately precede the customary Saturday and Sunday weekend closures. Furthermore, several states have a public holiday scheduled for Ganesh Chaturthi on September 14. This combination of the strike and back-to-back holidays means banking services could remain paralyzed for consecutive days in numerous parts of the nation.

The Push For A Five-Day Workweek

At the forefront of the demands is the implementation of a five-day banking schedule, ensuring that operations run strictly from Monday to Friday with weekends off. According to the unions, an agreement on this five-day framework was already reached during the 12th Bipartite Settlement and the 9th Joint Note signed on March 8, 2024. The proposed arrangement involved extending daily working hours by 40 minutes from Monday through Friday. However, despite being forwarded for official clearance, the proposal has remained pending for over two years without receiving final approval.

Controversy Over Performance Linked Incentives

Employee organizations are also heavily critical of the current structure of the Performance Linked Incentive (PLI) scheme. They point out that the new framework creates a massive disparity in incentives across different tiers of bank personnel. Under the existing rules, officers in Scale IV and above can receive PLI equivalent to up to 365 days of basic salary based on individual performance, whereas general employees and officers up to Scale III are capped at a maximum of 15 days of basic salary and dearness allowance. Unions argue this creates an unfair division within the workforce.

Demands For Pension Reforms And Old Pension Scheme

The charter of demands further includes requests for pension updates and revisions, a uniform dearness allowance formula for all pensioners, and giving employees enrolled under the National Pension System an option to switch back to the Old Pension Scheme. The UFBU warned that if management and government authorities continue to ignore these appeals, a three-day nationwide strike will commence starting September 28. This would be followed by an indefinite strike threat beginning October 26, which could severely disrupt financial services nationwide.

Meanwhile, regulatory bodies such as the Reserve Bank of India continue to implement regulatory changes regarding fixed deposits and banking norms, requiring customers to stay updated on shifting financial guidelines.
