Haryana Chief Minister Nayab Singh Saini has introduced a major digital initiative aimed at tightening control over the liquor trade in the state. On Saturday, he unveiled an upgraded QR code-based 'Track and Trace' system, alongside the launch of eight new online excise services. This move is designed to enhance transparency through digital governance, strengthen regulatory oversight, and boost state revenue by eliminating leakages.
Real-Time Tracking for Every Liquor Bottle
Under the newly launched 'Track and Trace' mechanism, every liquor bottle will be assigned a unique QR code. This system allows officials to monitor the movement of bottles in real-time, starting from the point of production at distilleries and bottling plants, through wholesale distribution, and ultimately to retail outlets. The government anticipates that this technology will prove instrumental in curbing the sale of illicit liquor, ensuring stricter adherence to excise regulations, and preventing tax evasion. By providing visibility across the entire supply chain, the state aims to maintain a more robust and accountable monitoring system.
Eight New Online Excise Services Introduced
In addition to the tracking system, CM Saini launched eight online excise services to simplify administrative interactions. Key among these is the ability to obtain temporary liquor licenses (L-12A-C) online for public events, concerts, and exhibitions. Other digital services include the annual registration of banquet halls and marriage palaces, licensing for denatured spirit outlets, permits for industrial or medicinal spirits, and approvals for extending the operating hours of retail liquor stores. These services operate on a completely paperless workflow. Applicants can submit requests online, track the status of their files, and expect approval within seven working days.
Encouraging Participation in One-Time Settlement Scheme
During a review meeting concerning the 'Haryana Vision-2047' roadmap and departmental commitments, the Chief Minister instructed officials to ensure the effective implementation of these new systems across the state. Furthermore, CM Saini urged taxpayers to take advantage of the 'One-Time Settlement Scheme (OTS)-2026'. Implemented since June 1, this scheme is intended to resolve outstanding dues under pre-GST tax regimes, including VAT, CST, and the Haryana General Sales Tax Act. Under this initiative, taxpayers are eligible for a 100 percent waiver on interest and penalties, alongside various slabs of relief on the principal tax amount due.
