Institutional Eligibility Prerequisites
The commission has made it clear that the facility to offer one year postgraduate courses will not be extended automatically to all universities or colleges. Strict eligibility prerequisites have been laid down by the regulator. Only those higher education institutions that already hold valid regulatory recognition to run a two year postgraduate course in a specific subject through online or distance learning modes will be permitted to introduce the one year postgraduate program in that identical discipline. If an institution does not currently possess authorization to conduct a two year distance or online master's program in a given subject, it remains ineligible to launch a one year program in that subject.
Academic Eligibility Requirements for Students
The commission has established precise criteria regarding student qualifications for admission into the one year distance postgraduate curriculum. Entry is restricted strictly to candidates who have completed a Four-Year Bachelor's Degree with Honours. Students holding a conventional three year general undergraduate degree will not be eligible for direct admission into this one year master's program. This requirement aligns distance learning options directly with the academic architecture set out in NEP 2020, which pairs a one year master's qualification specifically with a four year honours undergraduate foundation.
Exemption of Professional Degree Programs
The updated notification explicitly notes that professional master's programs will remain separate from this new framework. Professional courses including Master of Business Administration (MBA), Master of Computer Applications (MCA), and Post Graduate Diploma in Management (PGDM) will continue to operate under their existing entry norms and program durations. Admissions and structural requirements for these professional disciplines will remain strictly governed by their respective statutory regulatory bodies, without any modifications under the current one year distance learning provision.
Mandatory Governance and Internal Academic Approval
Higher education institutions cannot introduce the one year postgraduate program immediately without thorough internal academic evaluation. The regulatory body mandates that institutions follow a formal governance process before opening admissions. Prior to launching any new program, the course design, credit allocation, and instructional material must be formally reviewed and approved by the institution's internal academic authorities. These include the Board of Studies, the Academic Council, or equivalent competent statutory academic bodies within the university.
Adherence to Quality Assurance and Credit Frameworks
The regulatory authority emphasized that launching the course is contingent on strictly maintaining educational quality equivalent to conventional full-time campus programs. The one year postgraduate program must comply fully with NEP 2020 guidelines, applicable UGC regulations, and the Curriculum and Credit Framework for Postgraduate Programmes. Universities must ensure that curriculum content, self-learning materials, digital infrastructure, examination methods, evaluation systems, and credit assignments conform to UGC ODL and online learning regulations, preserving the academic validity and recognition of degrees earned through distance modes.

NEP 2020 introduced flexible multi-entry and multi-exit academic pathways, including a streamlined one year master's option for students completing four year honours degrees.
