Taking Your Child Abroad In 2026? These Passport Consent Rules Can Make Or Break Your Application

Parents applying for a minor's passport in 2026 need to get age based validity, birth certificate and address proof, and the right Annexure D or Annexure C consent form correct, especially in single parent cases, to avoid delays at the Passport Seva Kendra.

Planning international travel with a child in 2026 comes with a paperwork trail that looks nothing like an adult passport application. Parents applying for a minor's passport this year need to get consent forms, age based validity rules and address proof right the first time, because a missing signature or the wrong annexure can stall an application at the counter.

How Long Does A Child's Passport Stay Valid

The validity period hinges entirely on how old the child is on the date of application. A child under fifteen years of age is issued a passport that stays valid for five years, or until the child turns eighteen, whichever comes first. Once a child crosses fifteen and is still under eighteen, the family gets a choice: apply for the standard ten year validity that adults receive, or stick with a shorter term suited to a minor. That flexibility lets older teenagers move into adult travel status without waiting until they turn eighteen.

Documents Parents Cannot Skip

Proof of birth sits at the top of the checklist for every minor applicant. A Birth Certificate issued by a municipal authority or another local body is treated as the single most important document in the file. Alongside it, parents must furnish address proof, an Aadhaar card or a utility bill both work, along with photocopies of each document for verification when the family visits a Passport Seva Kendra, commonly known by its abbreviation PSK.

The Ten Year Validity Choice For Fifteen To Eighteen Year Olds

Applicants in the fifteen to eighteen age bracket face a decision that carries a cost. They can opt for the full ten year validity or continue with the shorter minor's validity. Choosing the ten year, adult style validity means paying a higher fee at the time of submission. That decision also determines how soon the passport will next need renewal once the teenager enters adulthood.

Why Both Parents' Consent Matters

Consent is formalised through two specific forms, Annexure D and Annexure C. In most households, both parents sign Annexure D to confirm they mutually agree to the passport being issued. When one parent cannot be reached or is otherwise unavailable, Annexure C steps in, allowing the applying parent to file a legal declaration instead. This requirement exists to head off legal complications during international travel or in any custody dispute that surfaces later.

What Single Parents Need To Submit

Families where only one parent has legal custody face a separate set of requirements. A parent with sole legal custody must produce the relevant court order to support the application. If the parents are separated but there is no formal decree, the applying parent has to explain why the other parent is absent from the process. This scrutiny is built in specifically to protect the child's safety and legal rights while the application is being processed.

Quick Reference: Validity And Consent By Category

  • Under 15 years: five year validity, Annexure D required.
  • 15 to 18 years: five or ten year validity, Annexure D optional.
  • Single parent cases: standard validity, supported by Annexure C.

Renewing Or Re-Issuing A Minor's Passport

A minor's passport needs to be re issued once the booklet expires or once its pages run out, whichever happens first. The re-issue process mirrors a fresh application in almost every respect, except that the old passport must also be submitted so it can be cancelled. Getting these rules right in 2026 means a family will not be caught off guard by an unexpected international trip, and a valid passport in a child's name keeps doors open for overseas education and travel down the line.

What this means for you

What this means for you:

  • Parents applying for a passport for a child under 15 should be ready to submit a municipal birth certificate, address proof and the Annexure D consent form to avoid a rejected application.
  • Families going through a separation without a court decree need to prepare an explanation for the absent parent in advance, since the Passport Seva Kendra can hold up the application without it.
  • Teenagers aged 15 to 18 who choose the ten year adult validity will pay a higher fee now but avoid an early renewal once they turn 18.
