The sudden expansion of the long-term debt repurchase program by the US Department of the Treasury has checked the US Dollar's momentum across foreign exchange markets. This policy intervention helped ease the USD/JPY currency pair away from the psychologically sensitive 160 threshold. According to Jane Foley, Senior FX Strategist at Rabobank, government spending initiatives and sovereign debt dynamics in both Japan and the United States continue to dictate foreign exchange trends. Rabobank has retained its three-month USD/JPY target of 158, while cautioning that short-term upside spikes remain a clear possibility.
US Treasury Debt Buybacks Stabilize Bond Market Yields
Moving outside its standard scheduled calendar, the US Treasury Department issued a strategic announcement at 12:32 GMT regarding its market liquidity support operations. The department revealed plans to at least double the scale of its buyback operations targeting long-dated debt sectors. Specifically, buyback limits for the 10-year to 20-year and 20-year to 30-year maturity brackets will increase from a maximum of $2 billion per operation to at least $4 billion. This operational framework is set to begin on September 9 and continue through November 4.
Spearheaded under Treasury Secretary Bessent's debt policy direction, the scaled-up buybacks aim to inject liquidity into longer-dated paper and temper the surge in government borrowing costs. Following a sharp retreat in the preceding trading session, the benchmark 10-year US Treasury yield stabilized near 4.672% on Thursday. The surprise liquidity injection halted the relentless climb in yields, keeping the greenback on the back foot across major currency pairs.
Rabobank FX Outlook and Bank of Japan Policy Triggers
Evaluating Japan's fiscal posture alongside exchange rate dynamics, Jane Foley noted that the softer dollar trajectory temporarily steered USD/JPY further below the critical 160 level. Rabobank's baseline three-month projection of 158 rests on the expectation that the Bank of Japan (BoJ) will accelerate interest rate increases to counteract inflation and preserve currency stability.
However, the financial institution highlighted that renewed upward testing toward 160 cannot be entirely discounted over the near term if global yields re-accelerate. Looking ahead, upcoming negotiations surrounding Japan's 2027 budget later this year are expected to serve as a major driver for sovereign debt market sentiment and institutional fund flows.
Broader Foreign Exchange Movements Across GBP/USD and EUR/USD
The consolidation in the greenback created favorable conditions for European currencies. The British Pound (GBP/USD) traded comfortably above 1.3600, preserving the bulk of its recent advances despite pulling back slightly from a six-month peak above 1.3650. Support from the US Treasury's expanded bond-buying commitment helped GBP buyers maintain control.
Meanwhile, EUR/USD lost its initial upside momentum, trading flat below 1.1700 after hitting a three-month high earlier in the session. Nevertheless, downside risks for the common currency appeared contained as the US Dollar struggled to rebuild upside traction following the fiscal liquidity measures announced in Washington.
Trends Across Commodities and Digital Assets
The stabilization of US Treasury yields and the dollar index directly influenced global commodity markets. Gold (XAU/USD) extended its intraday slide at the opening of American trading hours on Thursday, retreating as the greenback found a floor following Wednesday's sharp pullback.
In contrast, cryptocurrency markets registered broad gains led by Bitcoin (BTC), which advanced past the $70,000 mark. Ethereum (ETH) maintained a bullish posture above $2,200, while Ripple (XRP) recovered above $1.15 as buyers tightened their grip across major digital tokens.
