A major confrontation erupted outside the Regional Transport Office (RTO) in Jaunpur, Uttar Pradesh, when a local vehicle owner parked five heavy commercial trailers directly across the premises entrance, blocking all vehicular movement. The protest was spearheaded by Vinay Kumar Singh, a prominent transporter from the Madiyahu region, who alleged rampant corruption within the department. Singh claimed that transport staff refused to issue registration certificates for his newly acquired commercial fleet unless an illegal gratification of ₹50,000 was paid upfront. The high-profile blockage sparked panic among officials and brought routine administrative operations to a complete standstill.
Unlawful Demands Cause Friction Over New Commercial Fleet
The grievance stems from a substantial commercial investment made by Vinay Kumar Singh, who recently purchased five brand-new heavy-duty trailers valued at approximately ₹6 crore. After clearing all financial obligations with the commercial vehicle dealership, Singh submitted the necessary paperwork to the Jaunpur RTO to obtain official registration numbers. Although the Registered Inspector (RI) conducted the mandated physical verification of all five vehicles and formally cleared them for technical fitness, the administrative file failed to move forward. According to Singh, an office clerk identified as Ganesh Babu explicitly demanded ₹10,000 per vehicle, totaling ₹50,000 across the fleet, to process the final registration documentation. Singh emphasized that while he remains fully committed to paying all legitimate government levies against valid receipts, he refuses to yield to illegal monetary extractions.
Family Emergency and Bureaucratic Stalls
The registration process was further compounded by prolonged administrative delays and evasive responses from transport personnel. Singh explained that a family bereavement required his presence at home to perform traditional rituals (terahwi), rendering him unable to visit the RTO facility for three consecutive days. During this period, he repeatedly reached out to transport officials via telephone, explaining his domestic constraints and requesting that the paperwork for his stationary vehicles be finalized in his absence. Office personnel consistently assured him that the certificates would be processed without delay. However, upon returning to the RTO premises in person, Singh discovered that the files remained untouched, with staff citing the senior transport officer's unexpected departure to Lucknow as the reason for the continuing stall, leaving his vehicles parked idle for four straight days.
Transporters Forced to Seek Registration in Neighboring States
Driven to frustration by the four-day administrative deadlock, Singh took the decisive step of positioning all five trailers outside the RTO gates as a mark of protest. Refusing to operate unregistered vehicles on public highways, he challenged authorities to either issue the legal registration or confiscate the ignition keys, demanding clarity on what legal breach he had committed after paying full capital costs to the manufacturer. Highlighting his clean track record of operating nearly 20 commercial trucks registered previously without encountering administrative extortion, Singh expressed deep dismay over current office practices. "We invested nearly ₹6 crore in these vehicles, yet they sit parked while illegal funds are demanded," Singh stated. He further revealed that persistent corruption and bureaucratic hurdles at the Jaunpur facility are compelling several local fleet operators to register their commercial vehicles in neighboring states like Bihar.
Inspector Clears Vehicles as Department Launches Inquiry
The situation escalated further when Singh raised the issue directly with the department's Registered Inspector (RI). The inspector confirmed that he had personally inspected all five heavy trailers, verified their structural and mechanical parameters, and marked them as technically approved. The inspector acknowledged that despite his formal clearance, the processing clerk had withheld the files from official entry. Following the commotion and gate blockage, senior administrative personnel intervened to assess the situation. Transport authorities have announced a thorough internal investigation into the bribery claims, assuring that strict disciplinary proceedings will be initiated against any employee found guilty of misconduct. The incident has cast a shadow over operational integrity at the Jaunpur RTO, highlighting the persistent challenges faced by commercial vehicle owners in navigating local administrative bureaucracy.
