A Right to Information (RTI) response has disclosed details regarding the chartered flight usage and associated expenditure of Indian Railway Ministers since 2007. According to the official data, various railway ministers have undertaken a total of 33 chartered flights over the past nearly two decades, incurring an expenditure of approximately ₹8.90 crore from public funds. The records reveal that while Lalu Prasad Yadav used the chartered aviation facility most frequently, Suresh Prabhu accumulated the highest total bill despite taking significantly fewer flights.

The RTI findings indicate that Lalu Prasad Yadav accounts for more than one-third of all ministerial chartered flights conducted since 2007. During his tenure as Railway Minister, he boarded chartered aircraft on 12 separate occasions. Despite leading the tally in the total number of trips, his overall expenditure did not surpass that of all other ministers.
Suresh Prabhu recorded the highest expenditure among all railway ministers included in the data. Although he availed chartered flights only 4 times during his ministerial term, his travel costs amounted to ₹3.01 crore. A major portion of this expense stemmed from a single extended journey that lasted 13 days, making his air travel the most expensive in the ministry's recent history.
Emergency Deployments and Crisis Response Trips
Chartered flights for railway ministers are typically authorized for urgent circumstances, such as natural disasters, major train derailments, or critical official duties requiring immediate travel. Historical data highlights key instances where ministers utilized chartered aircraft during crises
- 2008 Bihar Floods: Lalu Prasad Yadav took multiple chartered flights to Bihar to inspect flood-affected zones and coordinate relief operations.
- 2011 Howrah-Kalka Mail Accident: Then-Minister KH Muniyappa traveled to Kanpur via chartered plane immediately after the severe train derailment.
- 2016 Kanpur Train Tragedy: Manoj Sinha used a chartered flight to reach Kanpur to supervise rescue operations following a major rail accident.
- 2023 Balasore Disaster: Present Railway Minister Ashwini Vaishnaw in the Modi government has utilized a chartered flight only once during his tenure. He flew to Balasore in June 2023 immediately after the tragic multi-train collision, incurring a flight cost of ₹25 lakh.
Booking Shift: From Indian Air Force to IRCTC
The administrative procedure for procuring chartered aircraft has evolved over time. Historically, chartered planes for railway ministers were requisitioned directly from the Indian Air Force (IAF). However, during the tenure of Piyush Goyal as Railway Minister, the booking mechanism was restructured. The task of booking and managing chartered flights was transferred to Indian Railway Catering and Tourism Corporation (IRCTC), which now handles all such aviation requirements for the ministry.
The Ministry of Railways has long held a prominent place in Indian governance. Until 2016, a separate Railway Budget was presented in Parliament prior to the Union Budget. As the country's largest civilian employer with a vast infrastructure network, the ministry provides its leadership with specific emergency travel provisions, including public-funded chartered flights when rapid crisis response is required.
