Female state government employees in Tamil Nadu will now be eligible for 365 days of maternity leave upon the birth of their third child, following a major policy announcement by the state government on Tuesday. This decision brings the leave period allowed for a third child on par with the one-year maternity leave already available for the first two children. Prior to this modification, married female civil servants in the state were granted only 12 weeks of leave for their third offspring.

Human Resources Management Minister D. Sarathkumar announced the welfare measure in the state legislative assembly during the debate on the demand for grants concerning his department. Addressing the house, Sarathkumar emphasized that the administration prioritizes social welfare and women's empowerment. He stated that in line with this welfare-oriented governance, the government decided to enhance the maternity leave duration for a third child from the existing 12 weeks to a full 365 days. The policy change aims to provide extended care facilities to mothers employed in state services.
Evolution of Maternity Leave Provisions in Tamil Nadu
The entitlement for maternity leave in Tamil Nadu has undergone incremental expansions over the past decade and a half. Originally capped at 90 days, the initial leave period was extended to six months in 2011. Subsequent legislative revisions expanded the benefit to nine months in 2016, and eventually to one full year (365 days) in July 2021. Under the standard eligibility criteria, the 365-day leave entitlement was restricted to regular female state employees with fewer than two living children. The latest policy revision effectively removes that constraint for the third child.
Declining Fertility Rates and Demographic Transition
The decision to expand maternity benefits comes against the backdrop of mounting concerns over Tamil Nadu's shifting demographic structure. Speaking on Sunday at a workshop hosted by the Obstetrics and Gynecological Society of Southern India, Health Minister K.G. Arunraj highlighted critical population trends. He revealed that the state's Total Fertility Rate (TFR) has plummeted below 1.4, falling significantly short of the standard replacement level benchmark of 2.1 required for population stabilization.
Aging Population and Potential Policy Measures
Health Minister K.G. Arunraj noted that approximately 16 percent of Tamil Nadu's population is currently over the age of 60, describing this demographic transition as a formidable public health challenge. To counter the shrinking birth rate and managing the expanding aging demographic, the minister indicated that Tamil Nadu might consider adopting incentive-based measures similar to those in Andhra Pradesh. In Andhra Pradesh, specific policy incentives are provided to encourage couples to have a third child, aiming to sustain healthy fertility levels across the region.
