The Assam administration has approved a comprehensive set of policy measures spanning environmental initiatives, employment opportunities, and urban administrative restructuring. Following a Cabinet meeting at Lok Sewa Bhawan, details of the executive decisions were outlined, highlighted by employment quotas for military veterans and a green tax levy on pre-owned passenger vehicles. The decisions also introduce structural realignments within infrastructure departments and amendments to civic election regulations.
Reservation for Domiciled Ex-Agniveers in State Services
In a major welfare and recruitment reform, the state cleared a 12 percent reservation quota for ex-Agniveers who are domiciles of Assam. This quota will apply across 11 designated recruitment categories in public safety and enforcement wings, including the state police force, Assam Police Radio Organisation (APRO), State Disaster Response Force (SDRF), Fire and Emergency Services, Forest Guards, and the Excise department. The initiative is designed to harness disciplined, technologically proficient young talent, integrating trained personnel back into public service roles.
Levy of Green Cess on Pre-Owned Passenger Vehicles
To support ecological preservation, the government approved a green cess of Rs 3,000 on the sale, purchase, or transfer of ownership for cars older than three years. Several key exemptions have been built into the framework to protect everyday commuters and promote clean transport. Electric vehicles, CNG-powered vehicles, two-wheelers, and three-wheelers will not be subjected to the levy. Furthermore, the transfer of vehicle ownership from deceased parents to their surviving children is fully exempt. The revenue collected through this cess is specifically earmarked for afforestation and environmental conservation programmes across the state.
Infrastructure Realignment and Riverfront Phase II Study
To streamline road construction management, the Cabinet approved bifurcating the National Highway division from the Public Works Department (Buildings and National Highways) and merging it into the PWD (Roads) wing. In urban infrastructure, Tata Consulting Engineers Ltd has been commissioned to draft the Detailed Project Report (DPR) for Phase II of the Brahmaputra Riverfront Development Project, which will stretch from Kachari Bazar to the foothills of Nilachal Hills.
Support for Madhupur Satra and Civic Election Reforms
The state sanctioned an ongoing financial grant of Rs 1 lakh per month under the Chief Minister's Scheme for Public Emergency to assist the operations of the historic Madhupur Satra. Additionally, electoral proceedings for urban bodies were updated through the clearance of the Assam Municipal Corporation Election (Amendment) Rules, 2026, granting the relevant district judge's court the jurisdiction to adjudicate matters arising from municipal corporation elections.
