State governments across India are rolling out special welfare initiatives to distribute free and subsidised domestic cooking gas cylinders during the major festive season. However, securing these benefits requires strict adherence to central verification guidelines issued by the Union Ministry of Petroleum and Natural Gas. Beneficiaries must complete their mandatory Aadhaar based biometric verification, without which access to direct cylinder subsidies and festival entitlement refunds remains blocked.
Uttar Pradesh Allocates Rs 1,500 Crore Budget for Festive Refills
In Uttar Pradesh, the state administration has earmarked a financial outlay of up to Rs 1,500 crore to distribute free LPG cylinders to eligible households registered under the Pradhan Mantri Ujjwala Yojana (PMUY). Under this welfare mechanism, beneficiaries are entitled to two completely free domestic gas cylinders every year, timed around the key festival periods of Diwali and Holi.
Breaking down the exact cost and subsidy structure for domestic consumers, Adityanath stated, "The price of one domestic gas cylinder is Rs 983.45, and out of this, the Government of India provides a subsidy of Rs 335. You have to spend Rs 648.55 from your own pocket." Pointing out the household savings generated by the scheme, he noted, "With the money you save, you can buy Diwali sweets and lamps." The dual-cylinder benefit is designed to shield underprivileged families from kitchen fuel costs during major celebrations.
Mandatory Biometric Authentication Imposed From October 2026
Because the provision of free festive cylinders in Uttar Pradesh and other regions is linked directly to the central PMUY framework, authenticating consumer identity has become a non-negotiable prerequisite. Effective October 1, 2026, the Oil Ministry made it mandatory to complete biometric Aadhaar authentication to receive any welfare benefits offered under the PMUY scheme, a protocol that automatically extends to all domestic LPG subsidies.
To enforce this policy, the Oil Ministry instructed state-run oil marketing enterprises, including Indian Oil, BPCL, and HPCL, to suspend subsidy disbursements for any customer whose biometric authentication (BAA) remains incomplete. This freeze remains in place until the user finishes the formal e-KYC validation. The process requires consumers to verify their Aadhaar records with their respective distributor to confirm connection authenticity and weed out duplicate or dormant accounts.
Advance Booking Window and Full Refund Direct to Bank Accounts
Operating regulations for free festive cylinders differ across individual state administrations. Ahead of Diwali, oil marketing companies initiate the booking window 10 to 15 days in advance. Beneficiaries are required to place their orders through standard distribution channels and pay the standard retail cost of the cylinder upfront at the time of booking.
Once the physical cylinder delivery is verified, the state machinery steps in to process the subsidy. The full 100 percent cost of the LPG cylinder is refunded directly into the beneficiary's linked bank account within 3 to 4 days post-delivery. This direct reimbursement setup ensures that the subsidy reaches the authentic consumer without intermediate deductions or delays.
Year-Round PMUY Subsidies and Reimbursement Rules
Beyond the festive-specific free cylinder drives, registered PMUY consumers receive round-the-year price cushions on domestic cooking fuel. Eligible accounts receive a subsidy ranging from Rs 200 to Rs 300 on standard 14.2 kg domestic LPG cylinders, applicable to up to four cylinder refills per calendar year.
The subsidy operates as an automated cash-back reimbursement. The household must first purchase the standard 14.2 kg LPG cylinder at the prevailing retail price. Following confirmation of the retail transaction, the designated rebate of Rs 200 to Rs 300 is transferred straight to the Aadhaar-linked bank account tied to the PMUY profile. Without an active, completed e-KYC record, these recurring financial reimbursements are automatically withheld by the marketing firms.
Entitlements in Delhi, Andhra Pradesh, Uttarakhand, and Goa
Welfare programs providing free cooking gas are not restricted to Uttar Pradesh alone; several other state administrations maintain similar schemes tied to state ration card categories. In Delhi, the local administration provides two free domestic LPG cylinders annually to all families holding valid ration cards.
The Andhra Pradesh government has instituted the "Deepam 2.0 Scheme," aimed at supporting female household heads. Under this program, women possessing white ration cards are granted three free LPG cylinders annually, with bookings spaced out every four months. In Uttarakhand, families enrolled under the 'Antyodaya Ration Card' category receive three free cylinders per year. Meanwhile, Goa delivers three free LPG cylinders under its Antyodaya Anna Yojana, offering an annual financial assistance package valued at Rs 3,000 for qualifying beneficiaries.
