With the festive season underway, several state administrations have outlined guidelines for distributing free domestic LPG cylinders to eligible households. However, accessing these welfare benefits and receiving direct fuel subsidies into bank accounts now hinges on completing biometric Aadhaar authentication, also referred to as e-KYC. Consumers who fail to clear this digital verification risk losing their subsidy entitlements as well as refunds promised under festive gas schemes.
Mandatory Biometric Aadhaar Verification Rules
Biometric Aadhaar authentication (BAA) has been made mandatory for all domestic LPG consumers starting October 1, 2026. Individuals who have not completed their e-KYC verification are no longer qualified to receive subsidy benefits on their domestic refill cylinders. Under this directive, households must undergo BAA to book refills at the regulated Retail Selling Price (RSP) with the applicable government subsidy applied.
The administrative structure of this requirement rests on two operational rules. First, consumers who have previously verified their credentials through BAA do not need to repeat the exercise, and their refill bookings will proceed without disruption. Second, for households that have not yet undergone authentication, the ability to book cylinders at regulated rates with subsidies will be restored immediately once the verification is completed. Furthermore, regional governments will only deposit free cylinder refunds into bank accounts that are properly linked to Aadhaar.
Preventing Diversion and Ensuring Transparent Distribution
The primary motivation behind requiring mandatory biometric authentication is guaranteeing that subsidized fuel reaches genuine and deserving domestic households across the country. Linking accounts across Indane Gas, Bharat Gas, and HP Gas to Aadhaar infrastructure serves several critical regulatory functions. It curbs the illegal diversion of subsidized residential cylinders into unauthorized commercial and industrial establishments.
Additionally, this database cleanup eliminates duplicate, fictitious, or ineligible consumer accounts. By verifying individual users directly against official identity records, authorities ensure that public welfare expenditure remains precisely targeted and financially transparent.
Uttar Pradesh: Two Free Cylinders for Ujjwala Beneficiaries
In Uttar Pradesh, the administration led by Yogi Adityanath provides a two-cylinder assistance program. The framework delivers the first complimentary refill during Diwali and the second during Holi. This specific welfare measure is designed to assist up to 1.86 crore beneficiaries registered under the Ujjwala Yojana across the state.
Andhra Pradesh: Deepam 2.0 Welfare Framework
The government of Andhra Pradesh has implemented the Deepam 2.0 Scheme to support lower-income households. Under this initiative, women who possess white ration cards are entitled to receive 3 free LPG cylinders each year. Beneficiaries are permitted to book one subsidized refill every four months annually to maintain steady energy access.
Provisions Across Uttarakhand and Goa
In Uttarakhand, the state authorities furnish 3 complimentary LPG cylinders annually to families enrolled under the Antyodaya Ration Card scheme.
Meanwhile, the state government based in Panaji has enacted the Antyodaya Anna Yojana in Goa, a long-pending commitment targeting low-income families. Beneficiaries under this initiative receive 3 LPG cylinders free of cost. The cumulative annual financial support amounts to Rs 3,000, which is deposited directly into the personal bank accounts of enrolled recipients.
Booking Windows and 100% Refund Processing
While specific administrative procedures differ across state borders, the operational schedule for festive refills follows a structured timeline. Oil marketing companies will open refill booking windows roughly 10 to 15 days ahead of Diwali celebrations. Eligible recipients are required to pay the standard retail purchase price upfront when placing their order.
Following verified delivery of the LPG cylinder, the governing authorities initiate a 100% refund of the cylinder cost. This reimbursement is transferred directly into the consumer's Aadhaar-linked bank account within 3 to 4 days of successful delivery.
