In a significant financial move ahead of the festive period, the Union Cabinet on Wednesday sanctioned a 3 percentage point hike in Dearness Allowance for serving central government personnel and Dearness Relief for pensioners. Union minister Ashwini Vaishnaw outlined the decision, confirming that the upward revision raises the payout from 60 percent to 63 percent of basic salary and pension. The financial adjustment comes into force retrospectively from July 1, 2026. Alongside the compensation revision, the Cabinet cleared three separate strategic proposals representing a collective outlay of Rs 29,267 crore.
The compensation revision brings immediate gains to approximately 48 lakh central government staff members and roughly 68 lakh pensioners, creating a total beneficiary pool of around 1.16 crore individuals across the country. Managing this enhanced compensation structure will entail an annual burden of Rs 10,016 crore on the public exchequer. This marks the second time in 2026 that these cost-of-living allowances have been enhanced. Earlier in April 2026, the administration had approved a 2 percent rise that lifted the payout level to 60 percent. The central administration recalibrates both payments biannually, anchored to January and July cycles, to insulate government staff from persistent price inflation. Active personnel receive this component as DA against their basic compensation, while superannuated individuals draw DR calculated against their basic pension.
Revisions Under Older Pay Frameworks
While compensation models under the 7th Central Pay Commission serve as the broad benchmark for contemporary payouts, personnel and pensioners governed by legacy compensation structures under the 5th and 6th Central Pay Commissions are equally eligible for corresponding increases. The administration has adjusted the ratios under these legacy scales to maintain parity.
Central government staff and retired beneficiaries who draw payouts structured under the 6th Central Pay Commission framework will receive a 7 percentage point increase in their DA and DR entitlements. Under this specific update, the compensation factor shifts from 262 percent to 269 percent, taking effect from July 1, 2026. For a worker drawing a basic monthly wage of Rs 20,000 within the 6th CPC bracket, monthly allowance disbursements will expand from Rs 52,400 to Rs 53,800, generating an added income of Rs 1,400 each month.
Personnel and pensioners remaining under the older 5th Central Pay Commission arrangements will witness an even wider percentage-point expansion. For this segment, the allowance rate steps up from 483 percent to 497 percent of basic compensation or pension, representing a 14 percentage point expansion. To illustrate, an employee earning a base monthly compensation of Rs 10,000 under the 5th CPC framework will now take home a monthly allowance of Rs 49,700, rising from the previous level of Rs 48,300. This calculation similarly delivers an extra monthly sum of Rs 1,400 to the beneficiary.
Key Approvals for Manufacturing and Rural Self-Governance
Beyond the wage allowance announcements, the Union Cabinet endorsed three separate initiatives focused on manufacturing capacity and decentralized administration. The largest single allocation belongs to the Container Manufacturing Promotion Scheme, which carries a financial commitment of Rs 10,000 crore spread across a 13-year timeline extending through FY 2039-40. Designed to stimulate domestic production capabilities and trim dependence on shipping container imports, the intervention was initially introduced during Budget 2026-27.
To bolster local production of athletic equipment, the Cabinet also approved the Khelo India Sports Goods Manufacturing Scheme with an earmarked expenditure of Rs 1,856 crore over an eight-year operational horizon running from 2026-27 to 2033-34.
Concurrently, the executive branch sanctioned the Pradhan Mantri Viksit Gram Swaraj Yojana under the Centrally Sponsored Scheme framework, backed by an aggregate funding envelope of Rs 7,395 crore. Set to run across five operational cycles from 2026-27 through 2030-31, the initiative seeks to upgrade Panchayats into self-reliant, empowered, and transparent units of local grassroots governance.
