In a decisive move aimed at fortifying regional electricity stability and accelerating industrialisation across the Northeast, groundwork has commenced on a massive thermal energy complex in Assam's Dhubri district. The 3200 MW ultra-supercritical thermal power project in Chapar entails an upfront capital outlay of approximately Rs 48,000 crore under the banner of Adani Power Limited. Assam Chief Minister Himanta Biswa Sarma formally led the foundation stone-laying ceremony alongside Adani Group Director Jeet Adani, inaugurating an initiative that is slated to drastically augment the state's domestic power generation footprint upon final delivery.
Employment Generation and Grassroots Economic Integration
Civil construction and structural erection at the Chapar site are estimated to engage up to 20,000 personnel throughout the execution phase, followed by roughly 5,000 permanent operational roles once the units achieve commercial operation. Taken collectively with surrounding ancillary ventures across the state, the wider corporate expansion is projected to open up nearly 40,000 direct and indirect livelihood opportunities for regional workers. The massive supply chain requirements are simultaneously structured to absorb local vendors, logistics operators, regional transport contractors, and industrial service outfits into an expanding corporate ecosystem.
Highlighting the strategic value of the project for public finances and enterprise development, Assam Chief Minister Himanta Biswa Sarma said,
"The 3200 MW Chapar project is a magnificent outcome of the confidence built through the Advantage Assam Investor Summit 2.0."The Chief Minister stressed that deploying Rs 48,000 crore marks one of the single largest private industrial outlays ever registered in Assam. Apart from delivering baseline energy, the operation is anticipated to yield substantial SGST receipts for the state exchequer, stimulate trade velocity, and create downstream enterprise partnerships for regional manufacturers.
Technical Configuration and Emission Controls
The facility is engineered with four distinct 800 MW power generation units relying entirely on ultra-supercritical operational parameters. Operating at elevated pressures and temperatures, this engineering architecture optimizes fuel efficiency to extract higher electrical yield per metric ton of coal while moderating carbon output. Advanced electrostatic precipitators, flue gas treatment systems, and rigorous environmental containment measures are designed to safeguard regional ecosystems. Upon synchronization with the state transmission grid, the facility is mandated to dispatch economical base-load electricity across residential, commercial, and industrial corridors.
Addressing attendees at the launch, Adani Group Director Jeet Adani highlighted Assam's potential to function as an energy nerve center, noting its strategic geography can transform the state into an indispensable battery powering the wider nation's economic ascent. Jeet Adani said,
"Adani Power will invest Rs 48,000 crore in this 3200 MW thermal power project to provide reliable and affordable electricity to homes, businesses, and industries."Detailing local empowerment benchmarks, he revealed that 4 to 5 structured recruitment drives have already inducted 4,500 youths from Assam into operational positions ahead of major structural work.
A Broader Rs 63,000 Crore Power Modernization Roadmap
The Chapar facility serves as the anchor component of a comprehensive Rs 63,000 crore energy commitment mapped out for Assam, scheduled for progressive commissioning starting from December 2030. Alongside conventional thermal power, the clean energy blueprint features two pumped storage projects engineered by Adani Green Energy Limited, packing an aggregate capacity of 2700 MW against an estimated investment of Rs 15,000 crore. Complementing generation assets, Adani Energy Solutions Limited is deploying advanced smart metering infrastructure state-wide to curb distribution leakages, upgrade billing systems, and modernize public utility networks.
Decade-Long Capital Commitments in the Northeast
Cumulative capital deployment across assorted sectors in Assam is projected to exceed Rs 80,000 crore, with execution already underway across multiple fronts to foster employment and physical infrastructure over the coming 3 to 4 years. The current activity flows from a broader regional declaration made by Group Chairman Gautam Adani during the Rising Northeast Global Investors Summit, which pledged investments scaling up to Rs 1 lakh crore across the northeastern frontier over a 10-year window. The leadership cited administrative responsiveness, regulatory agility, and progressive governance under Prime Minister Narendra Modi and the state leadership as primary drivers of corporate confidence.
Parallel investments are being directed into transport infrastructure and building materials, notably cement production and aviation logistics. A key milestone in this expansion occurred on February 22, 2026, when Terminal 2 of the Lokpriya Gopinath Bordoloi International Airport in Guwahati commenced passenger handling, reinforcing multimodal freight connectivity and tourism inflows across Assam.
Procedural Milestones Behind the Chapar Plant
The formal timeline for the Chapar station originated in October 2025, when Adani Power emerged as the successful bidder within a competitive procurement exercise conducted by state utility authorities. Formal administrative sanction was sealed in November 2025 through the issuance of a Letter of Award from the Assam Power Distribution Company Limited. With regulatory formalities concluded and preliminary foundation work inaugurated, the station moves into active civil execution to anchor northeastern industrial growth.
