A comprehensive set of operational guidelines has been introduced for domestic cooking gas consumers by the Petroleum Ministry to streamline distribution and refine subsidy targeting. Central to these updates is the mandatory requirement for biometric Aadhaar authentication across all domestic liquefied petroleum gas connections, coming into force from October 1, 2026. Alongside authentication mandates, the administration has revised cylinder refill wait intervals and tightened compliance requirements for households residing in regions serviced by piped gas infrastructure.
Mandatory Biometric Aadhaar Verification for Subsidy Retainment
Under the updated framework, domestic cooking gas users must complete an Aadhaar-linked electronic Know Your Customer process to remain eligible for financial subsidies. This authentication primarily relies on facial biometric recognition and can be conducted either digitally through mobile platforms operated by oil marketing companies or in person through offline distribution touchpoints. The strategic objective of biometric Aadhaar authentication is ensuring that subsidised cooking fuel reaches strictly legitimate households.
By anchoring each active connection to an Aadhaar-validated individual, the system prevents the diversion of lower-cost domestic cylinders into commercial, industrial, or unapproved sectors. It also identifies and removes duplicate accounts, establishing transparency in fiscal transfers. Authorities have underlined that the mechanism is structured to curb leakage rather than disenfranchise genuine families, providing multiple straightforward channels for users to complete the verification.
Three Flexible Channels to Complete Authentication
Consumers seeking to complete their biometric verification can utilize any of the following three routes based on convenience
- On-Site During Cylinder Delivery: Delivery personnel can execute immediate facial verification at the customer doorstep using dedicated oil marketing company mobile applications.
- At Distributor Showrooms: Consumers can present themselves at their respective local distributorship offices, where staff can process the biometric records directly.
- Via Mobile Applications: Households have the option of completing the entire facial recognition scan independently from home through the official mobile software provided by fuel suppliers.
Failing to execute the authentication carries immediate operational restrictions. For consumers who bypass verification, the option to book refills at the regulated retail selling price with subsidy will be frozen until the biometric submission is formally registered.
Progress of Enrolment and Current Subsidy Economics
Official records show that as of September 19, 2026, 27.43 crore active domestic LPG consumers had already completed biometric Aadhaar authentication. This achievement reflects an 89.9 percent coverage rate across the domestic subscriber base. Consumers who fall within this verified category are not required to repeat the procedure, and their regular subsidy deposits will proceed uninterrupted.
Domestic LPG cylinders continue to be retailed below production and import procurement costs. During September 2026, the implicit government subsidy stood at approximately Rs 210 per standard 14.2 kg cylinder. This follows a peak observed earlier in June 2026, when implicit support escalated to Rs 721 per unit amid fluctuating international dynamics.
Opt-Out Provisions Carry Market-Rate Terms and Cylinder Restrictions
The regulatory structure provides consumers the freedom to decline biometric enrolment if they choose not to participate. Those unwilling or incapable of completing biometric authentication can still purchase cooking gas, provided they formally log their opt-out preference through digital channels such as the consumer web portal, mobile apps, WhatsApp automated chat services, interactive voice response systems, or associated touchpoints.
Opting out, however, alters delivery terms significantly. Non-authenticated users will forfeit all central subsidy support. Furthermore, fuel deliveries to these customers will be billed at full prevailing open-market prices and restricted to compact 5 kg or 10 kg cylinder capacities, depending strictly on regional inventory availability at the local depot.
Standardisation of Refill Interval to 25 Days Nationwide
The booking schedule for domestic cylinder refills has also seen adjustments. The minimum waiting period between successive refill requests for rural consumers has been brought down to 25 days, creating uniformity across demographic zones.
Previously, in early March 2026, refill regulations had been modified following supply adjustments related to the West Asia conflict. Under those temporary measures, urban households were assigned a 25-day booking interval, while rural families faced a prolonged wait of 45 days per cylinder booking. Prior to the West Asia conflict period, the standard booking interval was typically 21 days across markets. With the latest update, both rural and urban consumers operate under an identical 25-day refill cycle.
Accelerating Piped Gas Adoption and Discontinuing Dual Connections
Parallel to cylinder regulations, active measures are underway to broaden piped natural gas networks. Effective September 1, 2026, the Incentive Scheme for Promotion of Domestic PNG Connections came into force to speed up household pipeline hookups. Under the initiative, licensed city gas distribution entities receive fiscal incentives for expanding billed domestic meter connections, designed to make infrastructure deployment economically sustainable and supply clean, safe, and dependable piped gas directly to residential kitchens.
As part of this transition, regulations enforced since March 2026 prohibit households from maintaining dual cooking gas connections. Consumers residing in societies or residential clusters where piped gas infrastructure is fully deployed must transition to piped gas and cannot hold both systems simultaneously. Field audits are ongoing to identify piped gas networks, and warnings have been issued that consumers who fail to act on transition notices from fuel marketing companies or local gas distributors face permanent disconnection of their LPG supplies.
