The shortage of organized parking in the Pandri wholesale cloth market of Raipur has remained an unresolved crisis ever since Chhattisgarh was formed as a separate state. Daily vehicular congestion on market corridors has made commuting increasingly tedious for shoppers and visitors. Because automobiles are routinely parked in a haphazard manner right outside retail outlets and along the shoulders of the road, traffic movement routinely grinds to a halt during business hours.
Encroachments Overtake 1.60 Crore Rupee Dedicated Parking Lane
To mitigate the persistent bottleneck in this prime commercial zone, the Raipur Municipal Corporation constructed a specialized parking lane in 2021 after allocating nearly 1.60 crore rupees. The initial plan envisioned a systematic parking bay that would accommodate visitor vehicles and keep the primary thoroughfares clear. Today, however, the reality is starkly different. The space intended for public parking has been unlawfully seized by scrap dealers and local shopkeepers, transforming the multi-million rupee infrastructure into commercial storage. Consequently, not a single vehicle is able to utilize the lane for its intended purpose.
80 Lakh Rupee Hydraulic Parking Project Left Abandoned
While the existing surface parking space remains illegally occupied, another civic initiative aimed at resolving the crisis has run into a dead end. The Municipal Corporation commenced construction on a hydraulic parking structure at the Mahalaxmi cloth market with an estimated budget of 80 lakh rupees. Designed to accommodate just 16 cars at a time, this facility was meant to offer a high-density parking solution. However, construction work has completely stalled after the contracted agency stopped work midway through execution.
Deadlines Missed as Projects Remain Untested
The official work order for the Pandri hydraulic parking facility was sanctioned in the year 2025, with a strict timeline stipulating completion within 6 months. Despite a full 1 year elapsing since the order was granted, the structure remains incomplete. A similar pattern is evident at the Municipal Corporation headquarters, where a smaller hydraulic unit designed for 8 cars stands idle. The headquarters unit has neither undergone functional testing nor has its base structural work been completed.
Civic Authorities Promise Strict Action Against Encroachers
Traffic management in the Pandri market area has seen administrative friction in the past. Last year, civic authorities took strict action by sealing 19 shops that had opened doorways toward the main road in violation of approved structural blueprints, triggering significant political debate across the city. Addressing the current state of affairs, the Municipal Corporation stated that stringent measures will be taken against anyone occupying the parking lane. Civic officials plan to engage with the local merchant association to ensure the lane is used exclusively for vehicle parking, while also seeking formal explanations from the contractor regarding the unauthorized shutdown of the hydraulic parking project.
