The Enforcement Directorate has taken decisive action in an ongoing investigation into illegal mining and financial irregularities in Odisha by arresting businessman Ratikanta Rout. Officials of the central probe agency took Rout into custody following an extensive round of questioning at its zonal office in Bhubaneswar. Rout faces serious allegations including the illicit extraction of minerals, laundering proceeds of crime, and bribing a central investigating officer. The arrest marks a significant escalation in the probe targeting the nexus between mining operators and corruption within administrative channels.
Mining Operations in Dhenkanal and the 2020 Case
Ratikanta Rout resides in the Kalarahanga neighborhood of Bhubaneswar and operates extensive stone quarrying and crusher units in Dhenkanal district. For a prolonged period, his business operations in Dhenkanal had been under scrutiny for alleged non-compliance with regulatory norms and unauthorized mineral extraction. Preliminary inquiries conducted by the Enforcement Directorate uncovered substantial evidence of financial discrepancies stemming from these units. Consequently, the investigating agency registered its initial case against Rout in the year 2020.
According to the investigating agency, the accused businessman illegally extracted minerals from the Dhenkanal quarries and generated massive revenue by selling them in the commercial market. Subsequently, various financial channels were utilized to launder these illicit proceeds, attempting to project the unaccounted funds as legitimate business income. Detailed audits of the transactional records revealed that crores of rupees derived from unauthorized mining were routed through complex monetary channels without proper accounting.
Allegations of 20 Lakh Rupee Bribe to Former ED Official

The background to Rout's arrest is linked to an earlier operation conducted by the Central Bureau of Investigation in Odisha. The CBI had previously arrested Chintan Raghuvanshi, who was serving as the deputy director at the Enforcement Directorate at the time. Raghuvanshi was apprehended for allegedly soliciting and accepting a bribe of 20 lakh rupees from Rout to compromise the ongoing investigation.

Following his arrest in Bhubaneswar, Ratikanta Rout was produced before a local court by the Enforcement Directorate team. Probe officials submitted an application seeking custodial remand to enable uninterrupted interrogation of the accused.
