A major interstate racket involved in securing college admissions using forged disability certificates has been dismantled in North Delhi. The syndicate helped non-disabled candidates bypass standard merit procedures by falsely placing them into seats reserved under the persons with disabilities quota across prominent undergraduate streams. Acting on specific inputs, the Special Staff of North District executed a targeted operation, resulting in the arrest of nine individuals connected to the network. During the raids, investigators recovered 27 fraudulent disability certificates along with high-end digital hardware and other incriminating items.
Targeting Professional and Undergraduate Courses
According to Deputy Commissioner of Police North Niharika Bhatt, the criminal network focused on securing admissions under the PWD quota in prestigious programs such as BTech, JBT, various Delhi University courses, and other undergraduate degrees. The preliminary probe revealed that the syndicate's operational tentacles were spread wide, extending into several districts across Uttar Pradesh. The gang specifically exploited competitive admission environments by offering shortcuts to students seeking entry into high-demand academic institutions.
AI Tools Deployed to Alter Aadhaar Addresses
The operational blueprint of the syndicate began with sourcing candidate data. Education consultants associated with the racket first collected identity details, including authentic Aadhaar cards, photographs, and signatures from prospective applicants. Once the genuine records were in their possession, the accused manipulated them digitally. Investigators noted that the gang used AI tools to fabricate false residential addresses located in Uttar Pradesh on the students' Aadhaar credentials. These manufactured addresses were then used to establish local jurisdiction for disability certificate applications.
Manipulating the UDID Portal and Medical Records
Following the creation of fake Uttar Pradesh addresses, the gang submitted online requests for disability certificates through the official UDID portal. Collaborators within the network then arranged fictitious medical evaluation reports. These fabricated health assessments were uploaded directly into the relevant government system. Through this systematic manipulation of official databases, able-bodied students were documented as persons with disabilities on paper, culminating in the issuance of fraudulent PWD certificates.
Hefty Fees and Suspected Institutional Complicity
The syndicate extracted substantial sums for executing this paperwork fraud. Candidates were charged between 20,000 and 30,000 rupees for each forged disability certificate. Investigators found that these fake papers were being processed using the identities and credentials of government hospitals and Chief Medical Officer offices situated in multiple districts of Uttar Pradesh. Police suspect that insiders or personnel associated with the official healthcare machinery may have colluded with the gang to facilitate approvals.
Seizure of Gadgets, Cash, and a Luxury Car
During the enforcement drive, law enforcement personnel confiscated sophisticated computing equipment used to run the operation, including laptops, MacBooks, and desktop setups. Officers also seized 11 mobile phones, 27 forged disability certificates, and 75,000 rupees in cash from the suspects. Additionally, a Mercedes car linked to the racket was impounded. Investigators are actively reviewing digital records to determine the exact number of candidates who acquired fraudulent certificates through this network and to identify every institution and academic program where these forged credentials were used for admission.
