A major policy push aimed at boosting commuter safety and expanding livelihood opportunities took shape in the capital as the council of ministers headed by Rekha Gupta cleared the Durga EV auto initiative. Under this transit framework, a total of 1,300 battery-powered three-wheelers will be deployed across city corridors. The entire fleet will be operated exclusively by women and individuals from the transgender community, integrating green mobility with targeted economic empowerment.
District Allocation and Reserved Quotas
The operational framework divides the 1,300 commercial driving permits through a structured quota mechanism. Women drivers will receive 90 percent of the total fleet authorization, while the remaining 10 percent has been earmarked for the transgender community. Across the capital, each revenue district will be allotted 90 permits for women operators, while 130 permits will be issued to transgender applicants on an aggregate citywide basis.
Selection Process and Sustainable Livelihoods
To ensure transparent implementation, the transport authorities will issue letters of intent to eligible candidates following the scrutiny of applications. Officials designed the rollout to address dual priorities: providing safer commute alternatives for female passengers and equipping marginalized communities with reliable self-employment avenues. Transitioning these operators into frontline public transport services is expected to enhance street surveillance while delivering consistent household income.
