The Himachal Pradesh government has announced a major administrative reform aimed at fostering inclusivity and reducing caste-based identity markers within academic campuses. Starting from the upcoming academic session, school and college admission forms across the state will no longer feature a caste column. Chief Minister Sukhvinder Singh Sukhu issued these instructions while presiding over a meeting of the Himachal Pradesh Scheduled Castes Welfare Board in Shimla. The state administration underlined that removing caste declarations from general admission documentation is a decisive step toward eliminating discrimination and promoting unity, equality, and fraternity among young learners.
Reforming Enrollment Forms While Preserving Welfare Benefits
Elaborating on the initiative, Chief Minister Sukhvinder Singh Sukhu stated that eliminating mandatory caste disclosures during routine admissions will help create a neutral and egalitarian environment in educational institutions. However, an official statement clarified that this policy modification will not hinder access to affirmative action programs. Students belonging to the Scheduled Caste (SC) community will continue to submit their caste details specifically while applying for government scholarships, fee waivers, and targeted welfare initiatives. The Chief Minister reiterated the administration's commitment to the socio-economic advancement of marginalized communities, promising expanded outreach for all welfare mechanisms.
Support for Higher Education and Solar Startups
During the board meeting, the Chief Minister highlighted several key schemes designed to empower youth and meritorious students from underprivileged backgrounds. Under the Rajiv Gandhi Start-up Self-Employment Solar Scheme, the state is encouraging local entrepreneurs to set up solar power projects ranging in capacity from 100 kW to 2 MW. To drive adoption in remote regions, the government provides a 5 percent capital subsidy for projects established in designated tribal areas, while projects in all other locations receive a 4 percent subsidy. Furthermore, to ensure financial constraints do not impede talented students from pursuing professional and higher studies, the state offers education loans up to Rs 20 lakh at a subsidized interest rate of just 1 percent.
Direct Benefit Schemes and Budget Allocations
To uplift the most economically vulnerable households, the state government is preparing to roll out the 'Apna Parivar Sukhi Parivar Yojana'. Under this flagship scheme, eligible low-income families will receive up to 300 units of free electricity every month. Additionally, female members of these identified households will be provided a financial stipend of Rs 1,500 per month to bolster financial security and family welfare.
Providing details on departmental expenditure, Social Justice and Empowerment Minister Dhani Ram Shandil announced that approximately Rs 315 crore has been allocated in the current financial year for welfare programs supporting Scheduled Castes, Scheduled Tribes (ST), Other Backward Classes (OBC), women, children, and senior citizens. In addition to this operational allocation, a specialized grant of Rs 1,105 crore has been sanctioned under the Scheduled Caste Development Programme to fund targeted infrastructure, educational support, and community development across Himachal Pradesh.
