Political developments surrounding the expansion and reshuffle of the Himachal Pradesh cabinet have gathered significant momentum. Chief Minister Sukhvinder Singh Sukhu, Deputy Chief Minister Mukesh Agnihotri, and State President Vinay Kumar are currently camping in Delhi to hold top-level political consultations. Chief Minister Sukhu met Congress National General Secretary Organisation KC Venugopal in Delhi on Monday. Following this high-level interaction, cabinet ministers Dhani Ram Shandil, Chander Kumar, Harshwardhan Chauhan, and Education Minister Rohit Thakur also arrived in Delhi, further signaling imminent organizational changes.
Threat to Senior Ministers and Dominance of Shimla Constituency
Speculation is growing that senior cabinet members may be dropped during the upcoming reorganization. Current ministers Chander Kumar and Dhani Ram Shandil are both around 84 years of age, making their cabinet positions vulnerable as the leadership considers introducing younger faces. Additionally, the heavy representation from the Shimla parliamentary constituency is expected to face adjustments. Currently, Shimla parliamentary seat holds the highest representation with five cabinet ministers, covering Solan and Sirmaur districts. To address complaints of imbalance, the leadership may trim representation from this constituency.
Regional Imbalance in Mandi and Kangra Belts
The current cabinet configuration displays a marked regional imbalance across parliamentary seats. The Mandi parliamentary constituency remains largely unrepresented. While Jagat Singh Negi from the Kinnaur assembly constituency holds a cabinet portfolio, the districts of Mandi, Kullu, Lahaul-Spiti, and Chamba have no ministerial presence. Furthermore, allegations of neglect regarding Kangra district have persisted for several years, as the region currently accounts for only two cabinet ministers. Rebalancing representation across these major districts forms a central part of the ongoing talks in the national capital.
Frontrunners for Cabinet Berths and Long-Pending Vacancy
Several leaders are actively positioned in the race for cabinet berths, with Sundar Singh, Ashish Butail, and Sanjay Awasthi emerging as prominent names. Chief Minister Sukhu has explicitly declared his intent to induct Kullu MLA Sundar Singh into the cabinet, having announced this decision twice in Shimla and previously on the floor of the assembly. The Chief Minister had indicated that the induction would take place following the conclusion of the monsoon session. Although three days have passed since the session ended, the official announcement remains pending. Significantly, one cabinet position in Himachal Pradesh has remained vacant for nearly 3.75 years, making this ongoing Delhi exercise crucial for completing the state cabinet.
