The Himachal Pradesh government led by Chief Minister Sukhvinder Singh Sukhu has decided to reintroduce state lotteries after a gap of nearly two decades. Aiming to revive the state's fragile financial condition and explore fresh sources of revenue, the administration plans to launch the scheme with a Diwali bumper draw. Industry Minister Harshwardhan Chauhan formally announced the government's stance during the ongoing Assembly session, confirming that all legal and procedural formalities have been finalized for the rollout. However, the announcement has sparked an intense political storm in the hill state, with the opposition Bharatiya Janata Party (BJP) launching a fierce attack on the government's economic priorities.
Diwali Bumper Rollout and Expected Financial Gains
Detailing the government's perspective in the Assembly, Industry Minister Harshwardhan Chauhan highlighted that Himachal Pradesh is currently navigating severe financial constraints. Under these prevailing economic conditions, he stated, taking decisive measures to generate additional revenue has become essential for the state. The minister informed the house that the state lottery operations will officially commence on the occasion of Diwali. According to preliminary government estimates, the initial phase is expected to generate approximately Rs 10 crore in revenue, while annual collection is projected to cross Rs 100 crore once the operations stabilize across the state.
Lessons from Punjab and Chief Minister Sukhu's Defense
Justifying the revival of the lottery, the Industry Minister cited the operational model of neighboring Punjab, which generates nearly Rs 150 crore annually from lottery sales. He noted that residents of Himachal Pradesh frequently purchase lotteries from other states, causing substantial revenue leakage to neighboring treasuries. By establishing its own lottery framework, Himachal Pradesh aims to retain these funds within its own borders to strengthen public finances. Chief Minister Sukhvinder Singh Sukhu also defended the decision, describing the lottery as a game of chance rather than gambling. While acknowledging public opposition from certain quarters, the minister maintained that the state's fiscal hardship rendered this step necessary.
Opposition Slams Failure on Election Employment Promises
Reacting strongly to the decision, BJP MLA from Sundernagar, Rakesh Jamwal, launched a scathing attack on the Sukhu government. He alleged that the Congress party secured power by promising one lakh jobs annually to the youth of Himachal Pradesh during the election campaign. With the Congress administration completing nearly four years in office, around four lakh employment opportunities should have been delivered by now. Jamwal criticized the government for failing to fulfill its primary job creation promises and instead presenting youth with lottery tickets on Diwali, calling it an unfortunate move that gambles with the future of millions of young citizens.
Two-Decade Timeline and Reversal Guarantee
Highlighting the historical context, the BJP lawmaker recalled that state lotteries were originally banned in Himachal Pradesh 20 years ago under the BJP government headed by Prem Kumar Dhumal. Subsequent administrations led by Congress Chief Minister Virbhadra Singh and BJP Chief Minister Jai Ram Thakur refrained from restarting the scheme, recognizing its potential adverse social impacts. Jamwal formally announced that the moment the BJP returns to power in the state, the lottery scheme will be banned once again. He asserted that the government's focus should remain on constructing legitimate employment and self-employment avenues rather than promoting quick-money schemes.
Concerns Over Addiction, Youth Welfare, and Policy Priorities
The opposition further criticized the government's broader economic and social policies, linking the lottery decision to previous controversies. Jamwal pointed out that the government had earlier argued for legalizing cannabis cultivation under the pretext of boosting revenue and job creation. He emphasized that Himachal Pradesh is already battling a serious substance abuse crisis, with growing numbers of young people falling into drug addiction and casualties being reported across regions. Introducing lotteries during such a critical period, he argued, sends a harmful message to society and prioritizes short-term state income over public welfare and youth guidance.

Offering constructive alternatives, the BJP leader emphasized that state revenues can be expanded through sustainable economic measures rather than lotteries. He underlined the vast, untapped potential of the tourism sector in Himachal Pradesh, advocating for investments in new tourism initiatives, infrastructure development, and self-employment schemes. Citing the historic governance of former Chief Minister Shanta Kumar, Jamwal urged the government to focus on permanent resource creation and long-term economic stability that empowers the local population without compromising social values.
