Internal friction within the Himachal Pradesh Congress has intensified following a sharp exchange between senior leadership over organizational discipline and the ongoing conflict in Kinnaur district. Revenue Minister Jagat Singh Negi has delivered an uncompromising response to state party in-charge Rajani Patil after she expressed strong displeasure over his public remarks concerning Kinnaur District Congress Committee president Nigam Bhandari. While Patil warned leaders against public outbursts and declared that indiscipline within party ranks would not be tolerated, Negi maintained that highlighting critical internal matters in the interest of the party cannot be labeled as a breach of conduct.
Revenue Minister Defends Stance on Party Discipline
Speaking to journalists in an informal interaction at the State Secretariat in Shimla, Jagat Singh Negi firmly stood behind his statements. He noted that disciplinary rules cannot selectively apply to him alone, stressing that raising issues that concern the broader welfare and strength of the organization does not constitute indiscipline. Negi drew support for his position by citing Congress leader Rahul Gandhi, stating that Gandhi himself champions strengthening the organization through honest evaluation. The minister insisted that he had said nothing wrong, pointing out that every point he stated before the media had already been placed directly before party platforms and in front of in-charge Rajani Patil.
Describing himself as a dedicated soldier of the Congress, the Revenue Minister explained that his sole objective remains making the party stronger at the grassroots level. He emphasized that whenever grievances or matters are raised internally, an effective resolution must emerge through organizational channels. Negi argued that when internal submissions and legitimate concerns fail to yield concrete action, public questions naturally arise. He remarked that party leadership should scrutinize what actual steps were taken regarding the organizational issues he had previously submitted through proper channels.
Renewed Attack on Internal Saboteurs and Sleeper Cells
During his remarks, Jagat Singh Negi once again addressed the presence of alleged saboteurs, whom he referred to as internal traitors and sleeper cells embedded within the party machinery. He stated that to fortify the Congress from within, elements actively undermining the party need to be identified and expelled from the organization. Raising these matters, Negi argued, is a necessary corrective measure rather than an act of indiscipline.
He reiterated that Rahul Gandhi has consistently called for strengthening the organization and expelling elements that weaken it from inside. According to the Revenue Minister, real grassroots momentum can only be achieved if workers who have dedicated years of loyal service receive rightful respect and functional responsibilities. If individuals accused of damaging the party are given authority while loyal cadres are sidelined, the credibility of the organizational structure suffers severe damage.
Addressing Worker Morale and Organizational Neglect
Jagat Singh Negi also countered statements made by Kinnaur District Congress president Nigam Bhandari, who had asserted that the minister's public statements were damaging the morale of party workers. Negi rejected this assertion, stating that worker morale does not falter merely because an issue is spoken about; rather, morale is broken when active workers face prolonged neglect and disregard.
The minister explained that when committed cadres who have labored for the organization across decades find themselves ignored, while appointments and positions are handed to individuals accused of weakening the party, worker trust is fundamentally undermined. He maintained that honoring dedicated and active grassroots members with adequate recognition and organizational duties is the only sustainable way to boost morale across party units.
Strengthening the Grassroots by Restoring Trust
Negi asserted that the foundational strength of the Congress relies entirely on restoring trust among its ground-level workforce. Providing longtime workers with fair representation and genuine authority inside the organizational hierarchy will enhance their confidence, directly translating into organizational strength. He reiterated that inner-party issues must find an institutional resolution. Advocating for structural integrity and raising voices in the collective interest of the party, he maintained, should never be mischaracterized as indiscipline.
The political friction escalated after Rajani Patil reprimanded leaders following Negi's sharp public criticisms of Nigam Bhandari. Patil had instructed party figures to strictly avoid public polemics and adhere to organizational discipline. Rather than stepping back, Negi has clarified his position unequivocally, reaffirming his allegations concerning sleeper cells and pressing his demand that genuine, dedicated workers receive their rightful position in the party setup.
