Their operational tenure is scheduled to conclude on September 30, casting an unsettling shadow over their careers and financial stability as the contract renewal process remains completely unresolved.
Verbal Directives Issued To Cease Duties Without Written Orders
According to the Himachal Pradesh Outsource Employees Union, district employment officers have received informal, verbal communications originating from the directorate level. These informal instructions direct local authorities to advise all outsourced data entry operators not to report to their desks beginning October 1. Crucially, the administrative department has not issued any formal, written notification documenting a termination or discontinuation of services.
Highlighting the plight of these workers, Yadopati Chauhan, president of the Labour and Employment Outsource Employees Federation, emphasized that these employees carried out departmental duties with unwavering honesty, consistency, and professional dedication over a span of 13 years. In the absence of timely contract extensions, issuing unwritten directives threatens the stability of dozens of working-class households. Chauhan questioned how these breadwinners are expected to manage daily household costs and children's upbringing when faced with an abrupt cessation of income. The unofficial messages even cautioned that any operator who attends office voluntarily will not be eligible to draw any salary.
Policy Assurances Clashing With Job Uncertainty On The Ground
The leadership of the employees' federation characterized this sudden action as prolonged exploitation of the contractual workforce. Chauhan pointed out that Chief Minister Sukhvinder Singh Sukhu has repeatedly articulated commitments toward framing a permanent, protective policy for outsourced staff while assuring that no employee would face retrenchment. However, representatives lament that far from realizing a stable policy framework, long-serving personnel are being unceremoniously turned away without official documentation.
Lapsed Schemes And Budget Deficits Cited Behind The Impasse
Detailing the explanations provided by administrative authorities, Yadopati Chauhan noted that officials point to structural and financial bottlenecks. According to departmental management, the specific public welfare initiatives under which these data entry operators were originally brought on board are no longer operational, leaving the concerned heads with no dedicated budget allocations to sustain manpower payments.
Supervisory officials maintain that unless the state government actively revives and allocates resources for the Skill Development Allowance Scheme 2013 and the Unemployment Allowance Scheme 2017, formal contract extensions cannot be sanctioned. Meanwhile, directorate representatives indicated that the relevant file concerning contract renewals with the staffing intermediaries was drafted and forwarded to higher state administration. However, this critical documentation has been held up at the office of the Labour Department Secretary for several consecutive days awaiting administrative clearance.

This development mirrors a nearly identical administrative deadlock encountered recently within the Jal Shakti Department. In that instance, the intermediary agency NIELIT had similarly issued directives instructing outsourced employees not to attend their workplaces starting October 1, stating that its contractual agreement with the state government had not yet been formally renewed.
However, following public scrutiny and widespread attention around the issue, the state administration stepped in decisively to arrest the fallout. The government promptly assured workers that no contractual personnel would be removed and that the contract with the operating agency would be renewed in due course. Jal Shakti Minister Mukesh Agnihotri also shared confirmations regarding that decision on his personal social media page. The 160 affected operators in the Labour Department are now urgently seeking an identical administrative resolution to secure their livelihoods.
