The Nagaland Department of School Education has embarked on a new initiative to evaluate public educational institutions beyond traditional test scores. Under the pilot phase of the initiative, 114 government schools situated in Kohima district are undergoing a comprehensive evaluation process designed to measure diverse operational and academic metrics. Dr Kekhrielhoulie Yhome, Member of Legislative Assembly and Advisor for School Education, officially launched the project during an event held at the Capital Convention Centre in Kohima on Thursday.
A Modern Evaluation System Under Mission SOAR
This assessment effort is being executed as part of Mission SOAR, which serves as the flagship school reform initiative for the state's education department. The project is carried out in strategic partnership with the Elevate Foundation. At the heart of this framework is the School Transformation through Excellence in Learning and Leadership Assessment, abbreviated as STELLA. Through STELLA, authorities aim to supply school administrations with concrete data points, enabling them to pinpoint existing institutional weaknesses and structure targeted improvement strategies.
The inauguration event was accompanied by an intensive, day-long induction workshop tailored for school heads and designated monitoring officers. The training sessions were facilitated by Shikha Academy, an educational organization headquartered in Mumbai. Representatives from the academy guided school leaders through the parameters of the STELLA framework, explaining data collection methods, scoring mechanisms, and ways school administrators can leverage performance insights to bring about structural fixes in their institutions.
Broadening the Horizon of School Education
Speaking at the launch, Dr Yhome highlighted the necessity of shifting away from evaluating schools purely on exam outcomes. He noted that holistic educational assessments must encompass various dimensions of institutional management and student engagement, reflecting the guidelines laid down in the National Education Policy (NEP 2020). In addition to detailing the pilot initiative, Dr Yhome disclosed that Nagaland has signed a Memorandum of Understanding (MoU) valued at Rs 100 million with Google. The state intends to collaborate with international IT leaders through corporate social responsibility initiatives to further modernize educational infrastructure.
Digital Infrastructure and National Alignment
The operational mechanism of the STELLA system relies on a digital workflow. Participating schools submit relevant operational and educational metrics through a structured digital platform. Once uploaded, the submitted data undergoes processing via a specialized scoring algorithm. The final assessment outputs are subsequently published on a central digital portal, granting clear visibility to both individual school leaders and state education officials.
Crucially, the STELLA framework has been mapped to align directly with the national PARAKH School Quality Assessment and Assurance Framework (SQAAF). By benchmarking state metrics against national criteria, Nagaland aims to maintain standardized quality metrics. Beyond establishing baseline performance scores for the 114 selected schools in Kohima, this pilot phase serves to evaluate the technical readiness of local administrators, pinpoint specific training requirements, and refine operational processes before extending the system across all districts of Nagaland.
