Structure and Institutional Role of the Council

The council also encompasses three Union Territories: Puducherry, Lakshadweep, and the Andaman and Nicobar Islands. According to the Central government, the council functions as an effective platform to address administrative challenges, foster cooperation between the Centre and member states or Union Territories, and resolve complex inter-state issues.
Inter-State Water Disputes and Strategic Agenda
A primary focus of the council's discussions centers around long-standing inter-state river water sharing disputes among neighboring southern states. The key water sharing issues highlight disputes between
- Karnataka and Tamil Nadu regarding river water allocation
- Telangana and Andhra Pradesh concerning shared water resources
- Tamil Nadu and Keralam over ongoing water management issues
As per an official statement from the Central government, the scope of the Zonal Council extends beyond inter-state water sharing challenges to encompass comprehensive policy deliberations on broad issues of national importance.
