The Department of Telecommunications (DoT) has issued fresh instructions for mobile service providers across India to strictly enforce subscriber connection limits. According to an official circular issued on August 17, telecom operators are required to put necessary technical and organizational measures in place starting August 24. This directive aims to prevent individuals from acquiring mobile numbers beyond the prescribed threshold across cellular networks.
Combined Nine Connection Ceiling Across All Networks
The prescribed threshold restricts an individual to holding a maximum of nine mobile connections in total. It is important to highlight that this limit applies across all telecom service providers combined, rather than on a per-operator basis. For instance, if a subscriber currently has four Airtel numbers, three Jio numbers, and two Vodafone Idea numbers registered under their name, they have already reached the complete limit of nine connections. Consequently, such customers will be ineligible to acquire additional connections from any service provider.
Impact on Existing Multi-SIM Holders
The recent DoT directive has drawn significant attention due to reports regarding restrictions on obtaining multiple SIM cards. However, the rule imposing a nine-connection ceiling is not new and has been in force for several years. Customers who currently maintain nine active connections will not be required to surrender or cancel their existing mobile numbers. Instead, the focus of the current initiative is to enforce strict technical controls that block the issuance of extra SIM cards once a customer reaches the maximum permitted allowance.
Consequences for Exceeding Connection Limits
If a new mobile connection happens to be activated beyond the permissible count of nine, administrative action will follow immediately. In such instances, the newly activated connection may be temporarily suspended for a period of one day while the underlying discrepancy is reviewed and resolved by the telecom operator. This temporary suspension ensures that unauthorized or excess activations are flagged promptly for corrective action.
Integration Deadline with the Digital Intelligence Platform
To enable seamless monitoring and verification across operators, service providers have been given structured time to align their systems with official data frameworks. Telecom companies must complete full technical integration of their infrastructure with the Digital Intelligence Platform by November 30, 2026. Once integrated, operators will be able to verify an applicant's nationwide connection count instantly prior to issuing any new SIM card.
