A wide range of administrative, welfare, and industrial initiatives were cleared by the Assam state government following a high-level cabinet meeting on Thursday. Chief Minister Himanta Biswa Sarma shared details of the ministerial decisions during a media briefing, outlining legal updates alongside major capital allocations aimed at strengthening regional governance and local livelihoods.
Procedural Framework for Matrimonial Records
The cabinet formally sanctioned the Assam Muslim Marriage Registration (Compulsory) Rules, 2026. This regulatory framework has been drawn up under the authority of Section 25 of the Assam Compulsory Registration of Muslim Marriage and Divorces Act, 2024, to introduce structured documentation protocols across all districts.
Chief Minister Himanta Biswa Sarma said the rules were approved to establish a uniform procedural framework for mandatory registration across the state.
Under the approved framework, matrimonial entries will no longer be handled informally; instead, designated registrars will process the paperwork. To prevent administrative bottlenecks in high-volume areas, specific panchayat-level personnel may also be vested with the power to document registrations. Addressing the structural gap left by past restrictions on kazis registering such ceremonies, the Chief Minister pointed out that earlier directives barring kazis had lacked an operational replacement mechanism, a deficiency this measure directly resolves.
Relief for Women's Self-Help Groups on Aadhaar Enrollment
A targeted exception was introduced for members belonging to women-led Self-Help Groups (SHGs). The state administration had previously suspended new Aadhaar sign-ups for individuals aged above 16 years. This restriction created banking challenges for grassroots women collectives, as institutional lenders withheld loan disbursements to groups where individual members lacked required identification credentials.
Himanta Biswa Sarma clarified that the exemption was granted to facilitate lending for these groups, adding that no further extension would be permitted.
Under this one-time dispensation, participating women now have until March 31, 2027, to complete their enrolment and unlock essential credit flows without further delay.
Wetland Development, Industrial Subsidies, and Local Polls
In a major environmental and economic move, the state approved the Assam Sustainable Wetland and Integrated Fisheries Transformation (SWIFT) Project, pegged at an estimated expenditure of Rs 796.88 crore. The Asian Development Bank (ADB) will finance the majority share with a loan package of Rs 637.504 crore, while the remaining Rs 159.376 crore will be contributed directly by the state exchequer.
Industrial expansion also received substantial backing with the clearance of an Rs 11,000 crore private investment by JK Lakshmi Cement. The firm plans to build cement manufacturing infrastructure at Umrangso and across four additional hubs within Assam. Furthermore, specialized funding assistance was earmarked for around 50 manufacturing enterprises. Industrial units fulfilling foundational criteria under the Uttar Poorva Transformative Industrialization Scheme (UNNATI), 2024, but missing the extended registration deadline of September 30, were made eligible for the State Capital Investment Subsidy.
For everyday households, the price of subsidised sugar and dal packages for October was revised downward from the previously set Rs 105 to Rs 100, a move aided by softer wholesale sugar rates. Finally, on the civic administration front, the cabinet resolved to organize polling for the Mising Autonomous Council as well as the Sonowal Kachari Autonomous Council in November.
