A major milestone in disaster preparedness and response infrastructure was achieved on Tuesday with the inauguration of Assam’s first Model District Emergency Operation Centre (DEOC) at the Integrated DC Office campus in Kamrup. The facility was officially opened by Additional Chief Secretary of Assam and ASDMA CEO L. Sweety Changsan, alongside District Commissioner and DDMA Chairman Deba Kumar Mishra.
Advanced Earthquake-Resilient Engineering
Established through a collaborative effort between the Kamrup District Disaster Management Authority (DDMA) and the Assam State Disaster Management Authority (ASDMA), the facility sets a new benchmark for structural safety in the state. The defining feature of this new center is its utilization of Base Isolation Technology, a sophisticated engineering method specifically engineered to mitigate the disruptive impact of seismic forces and safeguard vital infrastructure during severe earthquakes.
As the first facility of its kind in Assam to integrate this technology, the center establishes a progressive standard for disaster-resilient construction across the region, addressing the severe seismic vulnerabilities inherent to the area.
Centralized Emergency Coordination Hub
The Model DEOC has been designed to serve as the central command and coordination nexus for emergency management throughout the Kamrup district. It is equipped to streamline real-time communication, information management, situational evaluation, and rapid decision-making during a diverse array of crises, including floods, earthquakes, landslides, fires, and industrial accidents.
Engineered to operate continuously on a round-the-clock basis, the center provides uninterrupted operational backing. It acts as an essential bridge connecting the district administration, emergency services, various government departments, response agencies, and other stakeholders, thereby ensuring the swift flow of information and efficient deployment of personnel and equipment.
Inaugural Remarks and Official Presence
During the launch event, Changsan emphasized the vital necessity of the center for a state located within a seismically fragile zone, noting that the innovative construction approach is tailored to counter regional geological challenges. She added that having a dedicated modern operational facility will empower officials to centrally manage and coordinate all emergency response efforts.
The inauguration ceremony drew several key officials, including Kamrup Senior Superintendent of Police Subhasish Baruah, Kamrup Zila Parishad CEO Siddhartha Goswami, ADC and DDMA official Bikram Chetri, ASDMA Engineering Consultant Rajesh Dutta, and DDMA District Project Officer Dr Rajiv Dutta Choudhury, among other administration representatives.
