Administrative directives have been issued to all District Commissioners and Senior Superintendents of Police across Assam to guarantee that the movement of Chief Minister Himanta Biswa Sarma's convoy does not inconvenience citizens or obstruct emergency services. The intervention comes on the heels of an incident in Silchar where an ambulance carrying a critically ill individual was halted to clear the path for the Chief Minister's motorcade. In the aftermath of that episode, four police personnel faced immediate suspension on grounds of alleged negligence of duty, while Sarma tendered an apology to the patient and the family, terming the occurrence unacceptable.
Mandatory Passage for Emergency Services Over VIP Motorcades
The Chief Minister's Office circulated standing orders establishing binding procedures for VIP motorcades. The regulations mandate that ambulances, fire tenders, and police response units must receive unrestricted clearance on roads at all times. Traffic management personnel have been instructed that emergency units must encounter no delays whatsoever, even if managing the situation requires briefly halting the Chief Minister's own convoy to let an emergency vehicle pass through first.
Downsized Convoy Fleet and Separation of Dignitaries
The revised framework prioritises minimising disruption across public roadways during VIP movements. Route planning, traffic diversions, and transit management must be organised to prevent avoidable congestion for ordinary road users. Additionally, the motorcade of the Chief Minister has been officially pruned down to include only the baseline minimum number of vehicles strictly necessary for operational needs and security coverage. Clarifying the standard, the Chief Minister's Office posted on X that strict adherence must be maintained across districts. Furthermore, Cabinet Ministers, MLAs, and visiting dignitaries travelling to identical events are now barred from attaching their vehicles to or travelling alongside the Chief Minister's fleet, requiring them to commute independently.
Accountability for Officers and Context of the Silchar Tragedy
Traffic supervisors and administrative personnel handling VIP transit routes will be held personally accountable for ensuring complete compliance with the mandate. Official communication emphasised that any breach of protocol or operational failure will meet with severe administrative scrutiny. The overhaul followed the death of Rasuraj Chakraborty, a resident of Bhanga in Sribhumi district, who was being transported to the Silchar Medical College and Hospital. Chakraborty, who had been dealing with a liver ailment, was brought to Silchar on Wednesday for advanced medical attention after his condition worsened, and he passed away at the medical college on Thursday morning.
