A discipline row has surfaced at the Bihar Institute of Public Administration and Rural Development in Gaya, better known as BiPARD, where a trainee from the 70th BPSC batch has been pulled out of the programme midway. Rohit Anand, a trainee posted in District Commandant Group-4, has been relieved from training after the institute held him guilty of violating the Bihar Sarkar Sevak Achran rules and of alleged misbehaviour with staff. The order was issued by the institute on 5 September 2026.
How the mobile phone dispute unfolded
The episode took place on 31 August, during the batch's fourth CFC/CIC mock test. Rohit Anand was accused of carrying and using a mobile phone during the exam. IT faculty member Deepak Verma, who was supervising the test, flagged it as a direct breach of institute rules and reported the matter. When he was asked to hand over the phone, Rohit Anand reportedly refused to do so. During the argument that followed, his conduct towards the faculty was also described as improper and lacking basic courtesy, which the institute treated as a separate breach of discipline.
Trainees were briefed on the rules at the very start
According to BiPARD's administration, this was not a case of an unstated rule being broken. The institute says every selected trainee was clearly briefed on its SOP and discipline-related rules right at the beginning of the training programme. Its discipline manual explicitly bars the use of mobile phones inside classrooms and during examinations. CCTV footage of the incident is also available with the institute, and Rohit Anand was formally asked to submit a written explanation once the matter came to light.
Action followed a formal inquiry
BiPARD said Rohit Anand's written explanation, the CCTV footage and the findings gathered during the inquiry were all reviewed closely. After this review, the institute concluded that the allegations against him stood prima facie true, while his explanation was found unsatisfactory. Shubham Mishra, a young professional attached to the training team, also confirmed the same allegations in a separate inquiry report. Treating the episode as a case of serious indiscipline and misconduct, BiPARD then issued a formal order relieving Rohit Anand from the training programme.
