In a major anti-corruption crackdown within the Bihar administrative machinery, the Vigilance Investigation Bureau has initiated sweeping legal proceedings against Chandrashekhar Singh, an Executive Engineer serving in the Rural Works Department. Investigators launched simultaneous search operations across three distinct properties, covering his residential premises and official establishments situated in Patna, Saran, and Katihar. Preliminary findings from the investigative agency indicate that the engineer, along with his wife Shweta Kumari and family members, accumulated extensive wealth that exceeds his known and legitimate sources of income by approximately 88 percent.
Disproportionate Assets Pegged at Over One Crore Rupees
Following an extensive preliminary inquiry, the Vigilance Investigation Bureau formally registered a disproportionate assets case against Chandrashekhar Singh for amassing illegal wealth worth 1,10,96,883 rupees, which amounts to roughly 1.11 crore rupees. During the course of the searches, sleuths detected a total of 14 immovable properties registered in the names of the accused official, his wife, and relatives. The collective valuation of these immovable assets has been assessed at 1,79,41,883 rupees. In addition to real estate holdings, five separate movable assets worth 16,55,000 rupees were also brought onto official records by the investigating team.
Seizure of Hard Cash, Gold Ornaments, and Financial Portfolios
During the physical verification of the premises, search teams recovered 5 lakh 70 thousand rupees in hard currency. Officials also discovered a substantial cache of gold and silver jewellery, the market valuation of which is currently being calculated by government-approved appraisers. The vigilance team collected crucial documents detailing significant investments across multiple commercial banks, stock holdings, and life insurance policies issued by the Life Insurance Corporation of India. The enforcement agency is closely scrutinizing these financial papers to establish the exact money trail and uncover how illicit funds were diverted into lawful financial instruments.
Undisclosed 92 Dismil Commercial Land in Siliguri
A central finding of the investigation involves lucrative real estate acquired outside Bihar, specifically in the commercial hubs of Siliguri in West Bengal. Investigators retrieved 10 distinct title deeds executed during the year 2021 for prime land in Siliguri. These legal records indicate that a cumulative land parcel measuring 92 dismil was purchased in the name of the engineer's wife, Shweta Kumari. According to vigilance authorities, this expansive parcel was deliberately omitted by Chandrashekhar Singh from his mandatory annual property return. Notably, during the acquisition of these plots in 2021, he was serving as an Assistant Engineer in Forbesganj under the Rural Works Department.
Residential Properties in Patna and Katihar Under Scrutiny
The searches also brought to light high-end residential holdings maintained by the officer. Sleuths uncovered ownership papers of a 3 BHK apartment in the state capital of Patna, alongside a 2 BHK residential apartment within his ancestral family establishment located in Katihar. Search personnel took custody of various other land and building agreements discovered during the raids. Officials are actively correlating the purchase dates and values mentioned in these contracts against bank transaction records to verify whether departmental contractors or public project funds financed these acquisitions.
Career Trajectory and District Postings Over the Past Decade
The professional career timeline compiled by investigators shows that Chandrashekhar Singh occupied several sensitive engineering postings over the past decade. Between 2014 and 2017, he functioned as an Assistant Engineer in Banka. He was subsequently transferred to Baisi, where he remained posted from 2017 until 2020, before serving another four-year tenure as an Assistant Engineer in Forbesganj from 2020 to 2024. Between February 2024 and February 2025, he managed the Quality Control Laboratory in Bhagalpur. He was then elevated to Executive Engineer, serving in Kishanganj-2 from February 2025 to June 2026. Since June 2026, he had been posted as Executive Engineer in the Quality Control Division in Chhapra, where vigilance action finally caught up with his operations.
