In an effort to provide greater relief to the agricultural community, the Agriculture Department has introduced significant modifications to the subsidy norms governing farm ponds and irrigation pipelines. By revising the ERO registration criteria, the department has expanded the range of options available to farmers. These updated regulations are set to become operational from the 2026-27 financial year, ensuring that farmers experience greater convenience while sourcing agricultural materials compared to previous procedures.
Freedom of Vendor Selection
Previously, farmers were restricted to purchasing materials solely from firms registered with the department to qualify for subsidies. This mandatory restriction has now been removed. Farmers are now empowered to purchase plastic lining sheets and irrigation pipes from any company or vendor that possesses a valid BIS (Bureau of Indian Standards) certification. This shift is expected to foster healthier market competition, ultimately enabling farmers to access superior quality materials at reasonable price points.
Strict Documentation Requirements
The Agriculture Department has emphasized that subsidy benefits are exclusively reserved for those who purchase BIS-certified equipment. To facilitate this, farmers must submit specific documentation, including a valid BIS license, a CML number, a GST bill, and official stock entry records for the products purchased. Granting of the subsidy will strictly depend on the verification of these documents. This initiative aims to address the challenges of falling groundwater levels and saline water by promoting the widespread construction of farm ponds and efficient pipeline irrigation.
Digital Verification Protocols
During physical verification, department officials, including agricultural supervisors and assistant agricultural officers, will utilize the BIS Care app to ensure product authenticity. Officials are required to select the 'Verify License Details' option and input the CML number for the lining sheets or pipes. Additionally, they may use digital alternatives such as the 'Search by License Number' or 'Know Your Standard Mark' features on the online portal to cross-verify the license status. Furthermore, manufacturing companies, authorized distributors, and dealers are no longer required to register separately with the department.
Contractual Transparency
To claim the subsidy, farmers must submit a copy of an agreement executed on a 500-rupee stamp paper between the farmer, the manufacturing company, and the authorized vendor or dealer. Additionally, the purchased product must clearly display the manufacturing year corresponding to the current financial year. The Agriculture Department anticipates that these structural changes will increase the number of beneficiaries and provide a robust boost to water conservation efforts across the region.
