Instead of calling a chief guest, Dhamtari Collector Abinash Mishra chose a Class 4 employee, Rupesh Kuldeep, who has been maintaining the premises for years, to cut the ribbon.
Class 4 Employee Cuts the Inaugural Ribbon
The inauguration of the upgraded conference room was carried out with simplicity and deep respect for ground-level workers. Rupesh Kuldeep, a Grade IV employee tasked with the upkeep of the meeting hall, was given the honor of cutting the ribbon. His colleagues Ishwari Mandavi and Ghanshyam Kuldeep also attended the event as special invitees. The gesture was warmly received by senior administrative officials present at the venue, who applauded the unique decision of the Collector to center the event around the office's core support staff.

Alongside Collector Abinash Mishra, several high-ranking officers inspected the facility, including Police Superintendent Bhavna Pandey, Chief Executive Officer (CEO) of Zila Panchayat Jayant Nahata, and Additional Collector Mrs. Indira Devhari. Directly after the inspection, the renovated room hosted its very first official event, which was an administrative review meeting led by the Collector.
