Investigators have uncovered an organized network that systematically manipulated municipal contract awards, leading to the arrest of three contractors. However, the mastermind behind the fraudulent setup, Govind Sharma, remains absconding as law enforcement agencies step up efforts to locate him. The action follows strict enforcement directives from Chief Minister Yogi Adityanath under his administration's zero-tolerance stance on public corruption.
Uncovering the Tender Syndicate in Kanpur Municipal Corporation
The operation revealed that a cartel of 10 to 12 contractors had established absolute control over nearly all minor and major development contracts issued by the municipal body. This syndicate dictating allocation terms, bid pricing, and contractor selections behind closed doors. Due to the influence wielded by this group, competing contractors rarely dared to challenge their decisions. Concerns regarding the poor structural quality of municipal infrastructure projects prompted the Municipal Commissioner to initiate an internal probe, which exposed the systemic collusion governing municipal tenders.
Registration of Dummy Firms and 7 to 15 Percent Commission Racket
Inquiries revealed that mastermind Govind Sharma systematically registered multiple fictitious entities to capture municipal projects. Several of these registered firms lacked basic equipment, mixing plants, or operational resources required for executing civil construction tasks such as road building. Despite lacking functional capacity, these dummy firms were entered into formal bidding rounds to win contracts and eliminate genuine competition. The syndicate extracted illicit commissions ranging from 7 percent to 15 percent on awarded contracts, with contractors including Sandeep Jain and Rajjan Bajpai playing active roles in the operation.
Strict Enforcement: ₹100 Crore+ Payments Frozen and Over 10 Firms Blacklisted
Following the disclosure of widespread irregularities, administrative authorities initiated severe punitive measures. Over 10 contracting firms linked to the network have been blacklisted from future government bidding. Furthermore, pending financial payments exceeding ₹100 crore belonging to these suspect entities have been placed on hold. Police have formally arrested three members associated with the syndicate, while specialized teams continue search operations to apprehend Govind Sharma.

A Special Investigation Team (SIT) has arrived in Kanpur to conduct an in-depth financial and procedural audit of municipal allocations. The team is examining 275 separate tenders valued at a total of ₹650 crore to determine the extent of administrative collusion and regulatory violations. Officials stated that public servants found complicit in facilitating the scam will face strict legal and disciplinary action as the investigation progresses.
