A contentious new Ethereum Improvement Proposal aimed at curbing validator expansion has triggered widespread pushback across the global cryptocurrency ecosystem, with prominent decentralized finance figures and blockchain developers warning that the measure could undermine long-term network growth. The proposal, designated as EIP-8361, introduces a drastic economic mechanism to scale down validator yields as the total volume of staked ETH nears half of the circulating supply. However, key industry leaders argue that penalizing network participation threatens Ethereum's foundational economic model and risks driving institutional capital away to competing yield avenues across the digital asset space.
Inside EIP-8361 and the Drive for Staking Caps
The core motivation behind EIP-8361 stems from growing core developer concern over the rapid and continuous accumulation of staked Ether within the network consensus layer. Back in April, the proportion of staked ETH crossed one-third of total circulating supply, and that ratio has steadily climbed each month as more holders deposit tokens into staking protocols. Proponents of EIP-8361, including developer Tychey, project that under a worst-case scenario, more than 70 million ETH could be locked in staking contracts by January 2028, representing over 55% of the network's entire token supply.
To counteract this trend, EIP-8361 introduces a permanent network parameter called SATURATION_BALANCE, set at approximately half of Ethereum's total supply. Under this blueprint, as the ratio of staked tokens approaches this 50% ceiling, a fraction of each validator's idealized duty rewards would be continuously deducted and burned by the network protocol. The burn penalty would ramp up linearly from 0% to 100%, effectively tapering net staking yields down to zero once the 50% threshold is reached. The intended outcome is to force the staking market to settle naturally below the half-supply mark based on the risk premium demanded by stakers across the ecosystem.
Highlighting the expected monetary benefits of the mechanism, Tychey wrote on X that "ETH supply growth will be bounded and more predictable." He further noted that when combined with existing protocol burn mechanisms like EIP-1559 and Blob burning, total token supply would decrease more frequently over extended market cycles.
Security Concerns and Centralization Risks Cited by Developers
Developers behind EIP-8361 argue that unrestricted staking growth introduces serious monetary and structural vulnerabilities to the network. When staking ratios become excessively high, real staking yields diminish across the validator set, which could progressively price out solo stakers who run independent nodes from their own physical hardware setup. As small individual operators exit due to shrinking profit margins, validator consensus would increasingly concentrate in the hands of centralized custodians, institutional staking providers, and major exchange pools.
Additionally, developers warn that unbridled issuance acts as a continuous dilution penalty on regular ETH holders who choose not to stake their holdings. Developers also caution that at ultra-high staking levels, liquid staking tokens and secondary derivative assets could supplant native ETH as the primary operating collateral and working asset across the broader crypto ecosystem. This shift could lead to structural changes in how decentralized protocols handle liquidity and settle complex financial transactions.
Decentralized Finance Leaders Sound the Alarm
Despite the safety arguments put forward by proponents, key community members have mounted strong opposition to the proposal. Aave founder Stani Kulechov has emerged as one of the most vocal critics, flatly rejecting the premise of capping rewards and stating that the proposal is harmful to the network. According to his analysis, setting an artificial cap on issuance creates immense yield uncertainty, rendering staking uneconomical for both institutional allocators and grassroots solo stakers who rely on stable financial projections.
Kulechov emphasized that the proposed mechanics pose a direct threat to decentralized finance protocols, where ETH serves as foundational collateral for lending, borrowing, and yield generation strategies. If staking rewards disappear above the 50% threshold, borrowing structures tied to ETH yields would lose their financial viability and weaken yield use cases across DeFi platforms. Expressing his firm opposition, Kulechov stated, "Ethereum should not be punished for its growth."
He further highlighted that institutional investors seeking reliable returns would likely migrate their capital away from ETH into alternative yield-generating instruments such as stablecoins, ultimately eroding ETH's central utility in the DeFi landscape. Consequently, Kulechov added that the proposal should not be allowed to move forward under any circumstances within the governance process.
Market Reaction and Broader Economic Context
Amid the intense technical debate surrounding its long-term tokenomics, Ether has maintained modest upward momentum in spot markets. At the time of writing, ETH trades at $1,863, representing a 0.8% gain over the past 24 hours.
