A massive security breach has come to light at Delhi's Indira Gandhi International Airport, raising serious concerns over airport safety protocols. Three foreign passengers managed to completely bypass the mandatory Bureau of Immigration checks and board an international flight out of the country. Surprisingly, the passengers completed their entire journey without encountering any hurdles, successfully reaching their destination in Munich. Following this glaring lapse, Air India has come under intense scrutiny. Taking note of the incident, the Union Ministry of Civil Aviation has issued a show-cause notice to Air India, demanding a detailed explanation of the security failure.
The Journey from Amritsar to Munich via Delhi
According to sources within the Ministry of Civil Aviation, the incident took place between September 3 and September 4. The three foreign nationals initially arrived at Delhi airport from Amritsar aboard Air India's domestic flight AI-1115. At the Amritsar airport, they had been issued 'D' category boarding passes for their flight to Delhi. Additionally, they already held onward boarding passes for Lufthansa flight LH-763, which was scheduled to fly from Delhi to Munich. Under established rules, passengers traveling with domestic boarding passes must undergo mandatory immigration clearance at the transit airport before boarding an international flight.
How the Immigration Checks Were Bypassed
Ministry officials revealed that passengers carrying 'D' boarding passes are legally required to pass through the immigration checkpoints upon arriving in Delhi. However, the three foreign passengers bypassed the Bureau of Immigration counters entirely. Instead of heading to the designated immigration desks, they managed to enter the International-to-International (I-to-I) transfer area. By taking this unauthorized route, they reached the boarding gate undetected. Consequently, they boarded the Lufthansa flight to Munich and left Indian territory without obtaining the compulsory immigration clearance.
Critical Questions Raised Over Air India's SOP
The show-cause notice issued by the ministry highlights multiple violations of the Standard Operating Procedures (SOP) governing Hub and Spoke aviation operations. The ministry has raised critical questions regarding the failure to distinctively identify and monitor domestic and international passengers. It has demanded to know how passengers arriving from a domestic sector were allowed access to the sensitive I-to-I transfer area. Furthermore, the ministry has questioned the loopholes in the process of issuing onward international boarding passes directly from the Amritsar airport.
Ministry Threatens Strict Administrative Action
Viewing this security lapse as a matter of national security, the Ministry of Civil Aviation has directed Air India to submit a written explanation within seven days. The airline must clarify why its pre-departure inspection and surveillance mechanisms failed so comprehensively. The ministry has made it clear that if Air India fails to provide a satisfactory response within the stipulated timeframe, the government will initiate strict administrative and regulatory action against the airline based on the available records.
