As Karnataka's Special Intensive Revision (SIR) of electoral rolls continues, the state's Revenue Department has opened applications for the Permanent Resident Certificate (PRC) starting July 17. Residents now have the choice of applying digitally through the Seva Sindhu portal or walking into designated citizen service centres spread across the state.
Who Qualifies for the Certificate
The PRC is not compulsory for every resident, but anyone wishing to apply must meet at least one of the following conditions.
- Living continuously in Karnataka for 10 years, or having parents or a legal guardian who have resided in the state for at least 10 years.
- Having completed schooling up to Class 12 within Karnataka.
- Having a father, mother, legal guardian or spouse who is already a permanent resident of Karnataka.
- Owning, possessing or legally occupying residential property in the state.
- Being on record in government databases such as Aadhaar, Voter ID, Ration Card or Revenue Department records.
- Having served, either personally or through a parent, in a Karnataka government department or public institution for at least seven years.
Applying Online Through Seva Sindhu
The online route runs through a short sequence of steps on the portal.
- Visit the Seva Sindhu portal.
- Log in using a registered mobile number.
- Select the Permanent Resident Certificate service from the list.
- Fill out the application form with the required details.
- Upload the supporting documents relevant to the eligibility condition being claimed.
- Submit the completed application.
- Track the application's progress online afterward.
Offline Access Through Local Service Centres
For residents who prefer not to use the portal, applications can also be submitted in person at local centres such as Grama One centres, Karnataka One centres or Bengaluru One centres. These are spread across both rural and urban parts of the state, giving people outside the digital ecosystem an easier way to reach the service.
Document Verification and the Reason Behind PRC
The exact documents an applicant needs depend on which eligibility condition they are relying on. Once submitted, authorised Revenue Department officials review the paperwork, and the certificate is issued only after this verification is complete. Officials have clarified that the PRC is not mandatory for all Karnataka residents; it has mainly been introduced to help eligible residents formally establish their permanent residence status during the Election Commission's Special Intensive Revision of electoral rolls. It has also been made clear that the PRC is a distinct document from Karnataka's regular domicile or residential certificate, so the two should not be confused with one another.
