Financial assistance under the Annapurna Yojana is currently being disbursed across West Bengal for the month of August, with payments of Rs. 3,000 reaching eligible women between August 17 and August 20. As the state proceeds with this distribution round, West Bengal CM Suvendu Adhikari has issued a public request urging affluent residents to voluntarily relinquish their benefits under the program. Speaking on the matter, Adhikari emphasized that wealthy households stepping back from the scheme would ensure that state funds are directed more effectively toward underprivileged women who require genuine financial aid.
Revised Criteria and Strict Exclusion Guidelines
The state administration has implemented a comprehensive overhaul of the eligibility framework governing the monthly cash assistance program. Under these revised directives announced by Suvendu Adhikari during a press conference at Nabanna, several new exclusion thresholds have been established to refine the beneficiary pool. Specifically, women earning an individual monthly income exceeding Rs. 10,000 are no longer eligible to receive the stipend.
Furthermore, property ownership caps have been instituted across urban and rural sectors. Applicants owning more than 50 decimals of land within the seven municipal corporation areas of West Bengal face disqualification from the monthly stipend. In rural areas, families residing in houses containing three or more rooms are also excluded under the strict guidelines. Starting August 17, financial transfers are being released exclusively to applicants whose submitted documentation and personal records have successfully completed full official verification.
Expanded Access for Divyang Pensioners and PM-KISAN Beneficiaries
Alongside the tightening of exclusion rules, the revised directives have expanded coverage eligibility for specific vulnerable groups. Under the modified policy, women who are currently receiving a Divyang pension are now permitted to qualify for the monthly stipend. Additionally, female farmers enrolled under the PM-KISAN scheme have been made eligible to receive the Annapurna Yojana benefits.
To ensure broader coverage among deserving families, administrative guidelines have also relaxed previous housing restrictions for certain rural applicants. Similarly, urban land-holding thresholds have been adjusted in specific regions, enabling more low-income women to fulfill the updated qualification criteria and access state aid.
Disbursement Schedule, Application Data, and Verification Cleanup
Official records show that approximately 1.45 crore eligible women are presently receiving the flat monthly payout of Rs. 3,000. Between the scheme's inauguration in June and July 31, the government logged a total of 1.8 crore applications. For the ongoing August payout cycle running from August 17 to August 20, processing priority has been assigned to women who submitted their application forms on or before July 10.
The cash distribution initiative originally commenced on June 3, 2026, when Suvendu Adhikari formally inaugurated the scheme at Nabanna. During that initial distribution drive, around 28.2 lakh women received direct financial transfers into their bank accounts. However, subsequent verification audits led to the removal of approximately 30 lakh entries from the beneficiary registry. Reasons for these deletions included recorded deaths, address relocations, and untraceable absentee applicants.
Grievance Redressal Mechanism and Local Support Infrastructure
To resolve pending payout issues and maintain transparency, the state government is scheduled to launch a dedicated online portal around August 20. This portal will serve a dual purpose: enabling legitimate applicants who have not received their payments to lodge formal grievances, while also allowing citizens to report ineligible individuals who may be improperly receiving funds.
To assist applicants in navigating the new online portal, technical support will be coordinated at the grassroots level. Mahila Morcha leaders have been tasked with handling local inquiries and helping residents resolve portal-related technical difficulties across various districts.
Background of the Monthly Cash Assistance Initiative
The scheme, officially known as the Annapurna Yojana and also referred to as Annapurna Bhandar, stands as a major financial assistance program for women in West Bengal. It was launched on June 1, 2026, by CM Suvendu Adhikari's BJP government, taking the place of the earlier Lakshmir Bhandar scheme that had been operated by the previous Mamata Banerjee government.
Under the structure of the scheme, qualifying women receive a flat monthly payout of Rs. 3,000 without any restriction based on caste or social category. All financial disbursements are processed through Direct Benefit Transfer (DBT) directly into Aadhaar-linked bank accounts to ensure secure and seamless fund delivery.
