Overview of Major Crimes and Judicial Pendency
Replying to a written question submitted by BJP MLA Deep Raj from Karsog, Chief Minister Sukhvinder Singh Sukhu stated that Himachal Pradesh recorded 5,773 total cases of murder, theft, robbery, and kidnapping in the three-year period leading up to July 31, 2026. Among these registered incidents, theft cases constituted the largest share with 3,481 recorded offenses. Additionally, the state registered 1,970 kidnapping cases, 13 robbery cases, and 309 murder cases during this timeframe.
Regarding the judicial outcomes of the 309 murder cases, convictions were secured in 5 cases, while 6 cases resulted in acquittals. A major portion of these cases remains unsettled, with 233 murder trials currently pending before various courts across the state.
Detailed Breakdown of Crimes Against Women
The documentation submitted in the Assembly revealed that 4,379 total cases of crimes against women were registered over the past three years. This figure includes 1,287 rape cases, 1,915 cases of exploitation, 646 cases of harassment, 435 cases of molestation, and 96 cases involving the murder of women.
Out of the 1,287 registered rape cases, convictions were achieved in 66 cases, while 219 cases concluded in acquittals. The majority of the cases continue to await legal resolution, with 775 rape trials currently pending in court proceedings.
District-Level Crime Distribution and Key Hotspots
District-wise statistics indicate that Shimla recorded the highest volume of both murder and theft cases. A total of 50 murder cases were registered in Shimla district over the three-year period, representing the highest count among all districts in Himachal Pradesh. Shimla also led in property crimes, accounting for 455 registered theft cases.
In terms of offenses against women, Mandi district registered the highest number of rape cases at 187. Shimla and Sirmaur districts recorded the second highest figures, with each district reporting 168 registered rape cases.
Uniform Policy for Multipurpose Staff and OBC Seat Review
Responding to a separate query raised by Congress MLA R.S. Bali, Chief Minister Sukhvinder Singh Sukhu outlined administrative measures for state employees. He announced that the government is actively working to formulate a uniform policy for multipurpose workers serving across various government departments, boards, and corporations. Because recruitment had previously occurred under distinct departmental frameworks, service conditions and pay rates currently vary. The proposed uniform policy aims to standardize honorarium structures across all departments.
Furthermore, the Chief Minister clarified that the state government will examine the possibility of expanding MBBS seats for Other Backward Classes (OBC) candidates. This policy review will take place after the official release of the 2027 Census data.
