Administrative operations in Shimla saw a significant shift on Monday as Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu officially inaugurated his new executive office building. Built with an expenditure of Rs 20 crore, the newly opened facility is currently functional only in part. At present, only the designated chamber for the Chief Minister has been completed, while construction across the remainder of the structure continues.
Heritage Norm Allegations and Pending High Court Petition
The establishment of this administrative structure has faced scrutiny, as a petition regarding the construction remains pending before the High Court. The petition alleges violations of established heritage guidelines during the execution of the building project. Addressing the legal matter following the inauguration ceremony, Sukhvinder Singh Sukhu noted that within a democratic system, every person possesses the rightful entitlement to seek legal avenues.
Building Amenities and Expanded Administrative Space
Once the broader complex reaches overall completion, the site will house offices not just for the Chief Minister, but also for state ministers, the Chief Secretary, and the Principal Secretary to the Chief Minister. Explaining the current condition, the Chief Minister confirmed that the project has only concluded its first phase. The newly unveiled facility features 15 air-conditioned rooms alongside dedicated parking infrastructure designed to accommodate 40 vehicles simultaneously.
Capacity Constraints in Old Premises and Political Rebuttal
Reflecting on the limitations of the previous setup, Sukhvinder Singh Sukhu stated that the older premises suffered from severe space constraints, where visiting citizens frequently lacked adequate seating, a problem also flagged by administrative officers. The new arrangement includes structured seating arrangements for delegations and residents visiting to meet legislators. Dismissing accusations of financial extravagance raised by the opposition, the Chief Minister countered that excessive spending had previously occurred when institutions worth one thousand crore rupees were opened under prior administration. Emphasising the long-term utility of the facility, he stated that the office was designed to endure for fifty years and is meant for institutional governance rather than an individual, noting that if a BJP Chief Minister assumes office fifteen years from now, that individual will also function from the same building.
