Addressing a massive public turnout in the Bhattiyat assembly constituency of Chamba district, Himachal Pradesh leadership laid out a sweeping series of welfare commitments and local infrastructure projects. Chief Minister Thakur Sukhvinder Singh Sukhu confirmed that the state administration will officially launch the Mukhyamantri Ka Apna Parivar Sukhi Parivar Yojana starting next month. Under this flagship welfare umbrella, qualifying women from financially underprivileged backgrounds will receive a direct financial aid of Rs 1,500 every month. Accompanying the direct monetary grant, beneficiary households will be entitled to 300 units of domestic electricity at zero cost, alongside comprehensive free medical treatment facilitated through health insurance cards. Within the Bhattiyat segment alone, this umbrella initiative is projected to support nearly 20,000 women across approximately 10,000 eligible households.
Boost for Rural Economy, Minimum Support Prices and Healthcare
Underlining the strategic focus on uplifting agrarian livelihoods, the administration emphasised that empowering rural household income remains central to state planning. To strengthen economic returns for local cultivators, the government has established minimum support prices across select produce: raw turmeric will be procured at Rs 150 per kilogram, wheat at Rs 80 per kilogram, and maize at Rs 50 per kilogram. In the dairy sector, purchase rates have seen a steep upward revision to Rs 61 per litre for cow milk and Rs 71 per litre for buffalo milk, representing virtually double the previous pricing structure.
Upgrading rural healthcare infrastructure has also seen major budgetary backing. The operating framework of Chamba Medical College received an allocation of Rs 190 crore to ensure smooth functionality and modern medical amenities in the mountainous region. Furthermore, 32 postgraduate medical seats have been instituted at the college to train and retain specialist doctors locally.
Fiscal Realities and Center-State Grant Dynamics
Touching upon state finances, the chief minister highlighted significant monetary bottlenecks, noting that the central government has discontinued the vital revenue deficit grant previously extended to the state. Additionally, an emergency assistance package of Rs 1,500 crore announced by the Prime Minister during his state visit following catastrophic natural disasters remains unreceived by the Himachal treasury. Despite these fiscal hurdles, administrative efforts are centred on internal resource mobilization and stamping out corruption to maintain steady progress toward fiscal self-sufficiency.
Contrasting current management with previous governance, the state leadership noted that the earlier regime sanctioned numerous educational and health facilities without provisioning required personnel. In response, the current administration undertook rationalization measures across public institutions while expediting recruitment drives. To raise academic standards across rural pockets, between two and three CBSE-affiliated schools have been set up in every constituency, backed by the merit-based hiring of over 2,700 teachers.
Education Benchmarks and Connectivity Works
Institutional upgrades are progressing further, with over 100 schools undergoing formal affiliation with the CBSE curriculum, for which administrative recruitment notices for educational staff have already been released. These systematic interventions have driven notable improvements: on national educational assessment parameters, Himachal Pradesh rose to 5th place across the country in 2025, recovering sharply from its 21st position recorded back in 2021.
To upgrade transportation and civic amenities in the Bhattiyat belt, an outlay of Rs 10 crore has been sanctioned for road connectivity works across the constituency. Meeting longstanding citizen demands, the administration also declared the establishment of a new civil court at Chowari alongside a dedicated CBSE-affiliated educational institution in the town.
Broad-Based Development and Elevated Disaster Assistance
Assembly Speaker Kuldeep Singh Pathania observed that Chamba district is witnessing balanced development across all constituent areas. Reflecting on his home constituency of Bhattiyat, he remarked that the region, previously regarded as underserved, is experiencing rapid progress in roads, healthcare networks, schooling standards, and drinking water pipelines. Key social safety programs such as the Mukhyamantri Sukh-Aashray Yojana and the Mukhyamantri Green Panchayat Yojana continue to provide institutional support to underprivileged demographics.
In disaster response terms, state compensation for residences completely destroyed during natural calamities has been substantially increased from Rs 1.50 lakh to Rs 8.50 lakh per household. During the assembly proceedings, participants observed a two-minute silence to pay homage to the late Nand Lal, who served as Seventh State Finance Commission chairman and Rampur legislator, as well as youth Congress leader Chandramani Kulethi following their passing.
