A distressed villager in Madhya Pradesh took an unusual route to seek justice on Tuesday by carrying his injured goat straight into the office of the Superintendent of Police in Chhatarpur. The man alleged that a neighbor brutally assaulted the animal, fracturing its leg, and that local police personnel completely refused to entertain his grievance. With no other avenue left, the desperate pet owner walked into the district police headquarters seeking accountability.
Dispute Over Vehicle Triggered the Assault
The incident stems from Gaura village, situated within the jurisdiction of the Civil Lines police station. The complainant, identified as Dubiyalal Patel, explained that his goat had climbed onto a vehicle parked nearby. Provoked by this minor act, neighbor Devkinandan Patel allegedly attacked the animal with a heavy wooden stick. The blow fractured the goat's leg, leaving it crippled. When Dubiyalal confronted Devkinandan over the cruelty, the accused allegedly hurled verbal abuse and threats at him.
Local Inaction Led to Senior Intervention
Dubiyalal stated that he rushed to the Civil Lines police station the very same night to register a formal first information report against the neighbor. However, the police officers on duty took no action and dismissed his plea. Frustrated by the local station's indifference, Dubiyalal decided to present the evidence directly to senior authorities by bringing the limping goat into the SP office. Officials at the headquarters took prompt note of the complaint and directed the station house officer of Civil Lines to initiate immediate legal measures.
Veterinary Examination and Legal Course
Following instructions from senior officers, the injured goat will undergo a comprehensive veterinary medical examination. The resulting medical evaluation will serve as the evidentiary basis for determining further punitive steps against Devkinandan Patel, which may range from monetary fines to formal legal prosecution under animal cruelty laws. The case comes amid heightened scrutiny of animal welfare in the state, recalling a tragic incident on the Sehore National Highway where a speeding container truck ran over a flock of sheep, killing 100 animals.
State Guidelines on Animal Welfare and Festivals
The incident also highlights the broader regulatory environment concerning animals in the region, where state authorities previously enforced a strict seven-point directive overseen by district collectors and magistrates
- All district collectors and executive magistrates must rigorously enforce governmental guidelines to ensure orderly conduct.
- Citizens are strictly forbidden from recording and circulating audio or video clips of animal sacrifices across social media platforms.
- Sacrifices must take place exclusively at designated locations, and discarded animal waste must be placed inside municipal containers.
- Maintaining environmental cleanliness must be treated as a primary moral and civic duty.
- Under no circumstances should any legally banned animals be subjected to slaughter or sacrifice.
- All designated slaughter sites must remain enclosed using solid boundary walls or tin sheets.
- Prayers must be conducted solely within eidgah grounds or mosque premises rather than occupying public roads.
