Authorities in Manipur have issued a stern warning that any attempt to block highways, damage public infrastructure, or disrupt traffic will face immediate and rigorous prosecution without prior notice. The state administration issued an official directive aimed at protecting public order and ensuring the smooth transit of essential goods and emergency services across all districts.
Strict Restraints on Highway Disruptions and Essential Services
Under the newly publicised orders signed by Home Commissioner-cum-Secretary N. Ashok Kumar on August 28, individuals, community organisations, and local groups are strictly prohibited from setting up barricades or causing obstructions on National Highways, State Highways, or municipal roadways. The official framework explicitly forbids any interference with free traffic movement across the state network.
Furthermore, the government has banned any attempts to intercept or delay vehicles transporting vital supplies, including medical shipments, petroleum products, food commodities, public transit, and commercial freight. Activities involving intimidation, coercive checking of passing vehicles, extortion, or physical violence targeting commuters and drivers have also been declared completely illegal.
Enforcement Mandates and Legal Statutes Invoked
To enforce these strict regulations, Deputy Commissioners, Superintendents of Police, and all active law enforcement agencies have been instructed to monitor key transit routes continuously. Officials must take prompt measures to clear any illegal checkpoints or barriers and swiftly file charges against individuals or groups violating the state order.
The state directive warns that offenders who compromise peace or damage government property will face legal action under severe statutory provisions. These include the National Highways Act of 1956, the Prevention of Damage to Public Property Act of 1984, and the Motor Vehicles Act of 1988. In addition, relevant sections of the Bharatiya Nyaya Sanhita of 2023 and the Bharatiya Nagarik Suraksha Sanhita of 2023 will be applied against violators.
Impact of Agitations and Call for Democratic Dialogue
The administrative crackdown follows prolonged highway blockades and road closures across Manipur, which have severely disrupted supply chains. These frequent stoppages have restricted the inflow of essential items, leading to acute shortages and driving up prices for daily commodities throughout the region.
In response to these growing hardships, the government appealed directly to citizens, student unions, civil society bodies, and trade associations. The administration urged these groups to abandon bandhs and road blockades, advising them instead to seek resolutions to their grievances through peaceful dialogue and democratic channels.
