Top administrative leadership in Manipur recently undertook an extensive on-ground evaluation of key development projects and humanitarian measures in Churachandpur district. Chief Secretary Rajeev Singh Thakur chaired a comprehensive review session to monitor the implementation of state and central schemes, keeping a firm spotlight on healthcare access, livelihood generation, rehabilitation efforts, and welfare support for internally displaced persons (IDPs).
Review of Sectoral Progress and Civil Society Engagement
The high-level session took place at the Conference Hall of the Deputy Commissioner’s Office, bringing together all District Level Officers (DLOs) representing various state departments. Officials delivered detailed presentations outlining the progress achieved across critical sectors, including healthcare, education, rural development, skill enhancement, infrastructure creation, e-governance, and resettlement initiatives. Department heads also highlighted operational challenges encountered during execution. Following the departmental assessments, Chief Secretary Thakur held discussions with representatives of local civil society organisations (CSOs) to gauge ground realities directly from community stakeholders.
Direct Inspection of Relief Camps and Ground Statistics
To assess living conditions firsthand, the Chief Secretary inspected multiple facilities, including the Pre-Fab Relief Camp situated at Bethlehem and the Lanva TD Block Relief Camp located in Lingsiphai. During these site visits, Thakur engaged directly with displaced residents, listening to their grievances and assurances of full governmental support. Administrative data reveals that 19 relief camps are currently functioning across Churachandpur, providing shelter to 5,195 internally displaced persons. Additionally, 10,214 displaced individuals residing outside formal camps are receiving direct cash aid through Direct Benefit Transfer (DBT) channels.
Health Initiatives and Card Enrolment Support
Addressing medical care needs, Deputy Commissioner Krishna Kumar informed that regular health check-up camps are being conducted across all relief locations. Displaced individuals requiring long-term or specialised medical attention have been advised to connect with their respective Sub-Divisional Officers for facilitated care. Furthermore, health coverage enrolment under the Ayushman Bharat scheme and the state's Chief Minister-gi Hakshelgi Tengbang (CMHT) program has been actively carried out. Individuals still lacking these medical coverages are being assisted by the district administration to complete registration via the District Hospital.
Expanding Livelihood Skills and Digital Governance
A key focus of the review was ensuring that welfare measures create broader community benefits. Chief Secretary Thakur directed that skill development programs currently provided to camp inmates should be expanded to cover local youths across Churachandpur. This initiative aims to equip local residents with market-relevant skills and enhance broader employment opportunities. On administrative reforms, Thakur praised the Deputy Commissioner for adopting the e-Office mechanism and instructed all line departments to transition onto the digital platform to build a fully paperless governance framework. He urged officers to maintain strong inter-departmental coordination so that development benefits reach both displaced families and local communities efficiently.
