5.56 Lakh Recruitments in 12 Years and Comparison with UPA Era
Addressing the Lok Sabha on employment generation, Railways Minister Ashwini Vaishnaw highlighted that Indian Railways has provided permanent employment to 5.56 lakh people over a 12-year period spanning from 2014 to June 2026. TTE Workload Concerns and Deployment Guidelines
The issue of staff workload among ticket checking personnel was brought to the floor of the Lok Sabha by Congress Member of Parliament Ravindra Vasantrao Chavan, representing Nanded. Chavan specifically raised queries regarding Northern Railway train number 22401/22402, which operates between Delhi Sarai Rohilla and Udhampur in Jammu and Kashmir, asking whether additional TTE staff are assigned to high-density passenger routes to manage crowd control and ticket inspection.
In response, Ashwini Vaishnaw explained the deployment benchmarks established to ensure optimal personnel utilization while maintaining passenger comfort. Under updated administrative guidelines, a single TTE is assigned to manage up to a maximum of 5 AC coaches. For trains equipped with non-AC accommodation, one TTE is deployed for every 3 Chair Car coaches or 3 Sleeper coaches. The minister stated that TTE allocation is calculated dynamically based on train composition, ensuring effective ticket verification and prompt assistance for passengers. Zonal railways receive periodic administrative instructions to refine staff deployment based on operational evaluations.
Accounting Clarification on Cancelled and Waiting Tickets
In a written response submitted to the Rajya Sabha, the Railways Minister clarified the accounting procedures related to ticket cancellation fees and unconfirmed waitlisted tickets. Vaishnaw stated that Indian Railways does not maintain separate zone-wise financial records of revenues collected from cancelled or waiting list tickets, as all system earnings are recorded centrally through consolidated accounting mechanisms.
This distinction addresses recurring inquiries regarding zone-specific revenue generation from passenger ticket modifications, reaffirming that financial receipts from ticket penalties form part of unified railway accounting records rather than disaggregated zonal figures.
Cancellation Charge Deductions for Vande Bharat Sleeper and Amrit Bharat Trains
The minister also detailed the specific cancellation fee structures and refund timelines applicable to confirmed tickets on the Vande Bharat Sleeper Express and Amrit Bharat Express, noting that these regulations differ from standard passenger train rules. The tiered refund structure for confirmed tickets is defined as follows
- More than 72 hours prior to departure: Cancelling a confirmed ticket at least 72 hours before the scheduled train departure results in a 25 percent fare deduction, with 75 percent of the ticket cost refunded.
- Between 72 hours and 8 hours prior to departure: Cancelling between 72 hours and 8 hours before departure leads to a 50 percent deduction of the ticket fare.
- Less than 8 hours prior to departure: If a ticket is cancelled less than 8 hours before the scheduled departure time, no refund is granted, and the full fare is forfeited.
