India's upcoming national census is set to go far beyond basic population counts and demographic surveys. On August 14, 2026, the Union government notified a comprehensive 40-question schedule for the second phase of Census 2027, officially known as the Population Enumeration phase. In a landmark shift for post-independence India, the enumeration will record details of general castes alongside Scheduled Castes (SC) and Scheduled Tribes (ST). This detailed data collection framework is designed to capture an extensive snapshot of the country's socio-economic landscape.
Open Caste Column and Pre-Testing Framework
Among the 40 questions to be administered during door-to-door enumeration, Question 10 has emerged as the most critical focus area. The question covers Scheduled Caste (SC), Scheduled Tribe (ST), and General Caste classifications, utilizing an open-ended format where individuals can report their caste name exactly as stated, which will be recorded verbatim by census officials. This operational method follows a comprehensive pre-test conducted across 16 states and union territories in July 2026, paving the way for full deployment during the final census operations.
Integration of Digital Identity and Documentation Details
The notified Census 2027 household schedule expands data gathering into digital literacy and verified personal identity indicators. Enumerators will record self-reported nationality, overall literacy levels, and proficiency in digital tools alongside current enrollment in educational institutions. Additionally, the questionnaire includes inquiries regarding the availability of key citizen documents, such as Aadhaar numbers, mobile numbers, voter ID cards, driving licenses, and Indian passport details including passport numbers where applicable.
Scope of Economic Activity, Migration, and Family Metrics
The 40-question framework establishes detailed indicators across education levels, employment profiles, migration history, and fertility metrics. Respondents will specify their highest educational qualifications, academic streams, and work participation over the preceding twelve months, detailing the nature of their industry, trade, or service. The survey further captures commuting modes to workplaces, job availability, duration of residence at the current location post-migration, and complete fertility data including the number of currently living children and births within the past year.
