A breakthrough has been achieved among six northern states as the long-delayed Kishau multipurpose dam project finally moves toward execution after nearly six decades of administrative hurdles. The formal signing of the memorandum of understanding takes place at 12:00 PM on 15 September at Kartavya Bhavan in New Delhi under the leadership of Union Home Minister Amit Shah. The meeting brings together Uttar Pradesh Chief Minister Yogi Adityanath, Uttarakhand Chief Minister Pushkar Singh Dhami, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu, and Haryana Chief Minister Nayab Singh Saini in person. Union Minister of Jal Shakti CR Patil is also participating to witness the formalization of this interstate agreement.
Framework of the Deal and Financial Allocations
The ground for this historic pact was prepared during a high-level meeting conducted in June, where all participating regional administrations reached a consensus on the operational framework. The formal signing ceremony converts that understanding into a legally binding blueprint. Through this accord, a revised equation for power generation and water sharing is being established across Uttar Pradesh, Uttarakhand, Himachal Pradesh, Haryana, Rajasthan, and the National Capital Territory of Delhi. To ease the economic burden on the states, the central government has agreed to bear 90 percent of the total expenditure incurred on the water component of the project, with the remaining 10 percent distributed among all six participating states.
Resource Sharing Model Between Neighboring States
The core mechanism of this comprehensive agreement relies on a reciprocal formula connecting water availability with energy investments. Under the agreed guidelines, water allocated to Himachal Pradesh will be channeled to meet the rising requirements of Delhi and Rajasthan. In exchange for this vital supply, the governing administrations of Delhi and Rajasthan will contribute financially to the capital costs of Himachal Pradesh's power generation infrastructure. Uttar Pradesh is playing a pivotal role in this cooperative mechanism as well, which will ensure that acute shortages of drinking water and agricultural irrigation across its border districts are effectively addressed.
Broader Resolution of Regional River Disputes
The Kishau agreement represents the fifth major interstate river dispute settled through central coordination in recent times. Prior milestones include resolving the 25-year-old Son river dispute between Bihar and Jharkhand, settling financial settlement claims among Madhya Pradesh, Gujarat, Rajasthan, and Maharashtra under the Narmada Award, and paving the way for delivering Yamuna water to Rajasthan through an extensive pipeline via Haryana. With the Kishau dam project finally moving toward on-ground realization, millions of farmers across the region stand to gain dependable irrigation, while millions of households will receive an expanded supply of affordable electric power.
